KPOL owner Julius Polan of Chicago, David Polan's father, said he has spent close to $2.2 million on the new office building, transmitter, control room and equipment. He said he expects to spend another $130,000 on equipment and const ruction of a studio, to be finished in three months. About $1.5 million of the expense was financed through Chicago banks at 1 and 2 percentage points above the prime rate, he said. The two loans are to be reviewed each year, and extended if the banks agree, he said. Julius Polan, who has owned a school-bus charter business in Chicago for 25 years, said the station needs advertising sales of $135,000 a month in order to break even.

That will cover the operating expenses and a slow retirement of the debt, Polan said. The figure includes no profit. Polan would not comment on the specifics of a suit filed against him in November by Henry Jacome of Tucson. The suit is awaiting a trial date in Pima County Superior Court, according to Jacome's Tucson attorney, Alan Stein. Jacome contends in the suit that Polan did not deliver on promises made to him when Jacome became an owner of the station's parent company, J.

P. Communications Inc. Jacome was vice president of Jacome's Department Store before it closed in 1980, and now works in real estate. Jacome said his association with Polan began in 1981 after Polan learned that ethnic-minority ownership and involvement were necessary before the Federal Communications Commission would grant a construction permit for the station. In July of that year, Polan filed an amended application that said Jacome had 35 percent ownership of the station, according to the suit.

Jacome said in the suit that Polan promised him a full-time job as director of community affairs and vice president of J. P. Communications. He was to receive a $30,000 annual salary. In October, Jacome said, Polan called and said the company no longer existed and offered him $1,500, which Jacome accepted.

Before cashing the check, however, Jacome said he learned that J. P. Communications still existed. Stein said the suit seeks to determine if Jacome still has 35 percent ownership in the station. "It's not exactly clear," he said.
