The brevity of the list ol grants as compared with that ol reiusals excited general surprise. It is evident that the Judges had exercised great eare in reaohlng their decisions.

It also appeared that the high price charged fcr a license is one of the least merits of the Brooks bill. Its power In reducing the number of saloons lies mainly In the exceedingly strict requirements whlon, as the first test conclusively showed yesterday, resulted In preventing the grant of more uoenees than were given. Out of 727 applications from liquor dealers In the First, Beoond, Third, Fourth, Fifth, Sixth and Seventh wards only 335 were granted. No less than 8C8 were refused, 9 were withdrawn and 15 held in abeyance. The Judges have no more opportunity for personal preferences, even could they be supposed to bs that way Inclined, than in the trial of a case.

Every one is satisfied that the action of the bench is right, but the unexpectedly large nnmut of refusals, some of them totally unlooked tor, created great ex-cltement among the liquor dealers and spread consternation through the trade in the other wards, where low dives and saloons have long been a public nulsanoe.
