Salovaara retired to West Virginia in 1989 after a career in municipal and county management, including service as village manager of Oak Lawn from 1963 to 1971. Mr. Salovaara, a World War II veteran, earned degrees in law and civil engineering in 1950 from the University of Cincinnati. He received a master's degree in public administration in 1951 from the University of Denver. He served a term as president of the Oak Lawn chapter of Rotary International.
