"Unfortunately, it's going to tend to hurt our party more," said Londen, who campaigned himself for governor in 1978. News of Steiger's switch produced amazement and concern in state Republican circles yesterday, but was an occasion for celebration for the Libertarians. "This is the first time we ever got a 'general' to defect," said Tucson Libertarian Emil Franzi. Steiger, 53, represented Arizona in the House for 10 years before losing a bid for the U.S. Senate in 1976.

He changed his registration to the Libertarian Party on Monday after meeting with Libertarian leaders at his Prescott ranch on Sunday. Party leaders began collecting signatures on his nominating petitions yesterday, and said Steiger had agreed to lead the ticket for the 1982 elections in Arizona. Steiger himself would only say "No comment" when contacted by the Star yesterday, but he told a reporter for the Phoenix Gazette that he is considering running for governor. State Libertarian Chairman Tyler Olson said Steiger was at first concerned that his entry in the race could lead to Babbitt's re-election, but was persuaded that the Republican primary contenders "need a major miracle" to get elected anyhow. Olson predicted a "very interesting campaign" that would focus on Libertarian issues. "He won't be running as a Republican in philosophy," said Olson. Olson would not spell out the issues discussed at the Sunday meeting, but others in attendance said the talked-out platform included legalization of marijuana and prostitution, and a strong stand against any form of gun control or registration. Olson said he is fairly sure that Steiger will be the party's gubernatorial candidate.

Olson said Steiger told him Sunday that "although he was not 100 percent in favor of it, he was amenable to a draft." Steiger has been loosely associated with the Libertarians since losing his Senate battle to Democrat Dennis De-Concini in 1976. Steiger hobbled into the general election that year after a bitter primary battle with former Rep. John Conlan of Scottsdale. A spokesman for Cor-bet's campaign said Corbet would not comment until he had a chance to talk to Steiger himself. "Sam personally encouraged Leo to run," said Phil Gagle, campaign manager.

Sam Goddard, the former Arizona governor who is currently chairman of the Arizona Democratic Party, said Steiger's impact on the race would be minimal. Since the 1976 campaign, Steiger has made headlines only for a losing try at regaining the state Senate seat he held before going to Congress, and for his family's several brushes with the law, including an incident in which he was accused, and later acquitted, of running his landlord off his ranch at rifle-point.
