Cable-less viewers are also probably clueless about the fame of young stars such as James Van Der Beek and Keri Russell, who've adorned the covers of countless entertainment publications. Yet their shows "Dawson's Creek" and "Felicity," respectively have yet to be shown on broadcast television in Tucson. Not that it was supposed to be this way. When Tucson Communications announced in August 1997 that KWBA an affiliate of the WB Network was on the way, owners planned for it to be up and running early in 1998. That didn't work out.

Because KWBA's tower lies on U.S. Forest Service land near Mount Wrightson 35 miles southeast of Tucson government officials had to conduct environmental assessments. The assessments took 14 months and pushed back the launch date of the new station to today. KWBA starts airing WB programming, syndicated shows and local productions at 5 p.m. on Channel 58.

It is an over-the-air channel available in all Tucson homes 24 hours a day. The heart of KWBA's schedule will be the five hours of WB first-run programs, three hours during the day and two hours of prime-time programming Monday through Thursday. On Sunday mornings, KWBA will broadcast the WB Kids shows, including hit cartoons like "Men in -Black" and "Pinky and the Brain." So far, Dawson has dated Jen, the new girl next door, though he's always been sort of in love with longtime friend Joey a girl. Pacey (a boy) had a crush on Joey, but he actually had a fling with his English teacher.

Currently, Dawson and Joey are trying a romantic relationship but are in trouble because of school concerns and Dawson's parents' failing marriage. Incidentally, these cerebral, angst-riddled youngsters are sup- posed to be sophomores in high school. The stars: Dawson, Joey, Pacey and Jen are played respectively by James Van Der Beek, Katie Holmes, Joshua Jackson and Michelle Williams. Created by: Kevin Williamson of "Scream" and "Scream 2" fame, one of Hollywood's most successful screenwriters of the last few years. Airs: Wednesdays at 7 p.m.

'Buffy the Vampire Slayer' Briefly: Teen vampire slayer Buffy Summers (Sarah Michelle Gellar) moved to Sunnydale and found that her only-born-once-in-a-generation powers are desperate- ly needed in this seemingly normal town. Amid the slaying, she's kept busy with those pesky high school concerns: First love (with good-demon, bad-demon Angel, played by David Boreanaz), fighting with Mom (Pristine Sutherland), and the rotating crushes of her group of friends Willow (Alyson Hannigan), Cordelia (Charisma Carpenter) and Xander (Nicholas Brendon). The stars: Buffy and Angel are the main players, and Angel's eons-old character will be spun into his own show next season. Created by: Joss Whedon, who also the movie version of this tale. Airs: 7 p.m.

Tuesdays. 'Charmed' Briefly: New this season, so you haven't missed much. The three Halliwell sisters Prue, Piper and Phoebe inherit the family home and soon learn they are witches, with the powers, respectively, to move things with the mind, freeze time and see into the future. These sisters are beautiful, so of course they only do good, fighting evil from their old San Francisco Victorian. The stars: Shannen Doherty plays Prue, the oldest, followed by Holly Marie Combs (Piper) and Alyssa Milano (Phoebe).

Created by: Everyone's favorite TV mogul, Aaron Spelling. Airs: 8 p.m. Wednesdays. 'Felicity' Briefly: This is also a new show, but it moved fast, so there's lots to catch up on. In the first show, Felicity followed her impulses instead of her parents' careful plan and lit out of town after her high school crush, Ben.

Chucking premed studies at Stanford, Felicity followed Ben whom she never spoke to until high school graduation night to a university in New York City. Of course, Ben falls for her new friend Julie, and Felicity herself develops a crush on her resident adviser, Noel. The stars: Felicity (Keri Russell), Ben (Scott Speedman), Julie (Amy Jo Johnson), Elena (Tangi), and Noel (Scott Foley). Airs: 8 p.m. Tuesdays.
