Tamnmany Teacher. Editor St. Tammany FARMER: as a teacher, and friend of you and Supt. Evans, feel possessed of a inclination to say a few words in behalf of our honorable friend and Superintendent, Mr. W.

G. Evans, First, I must say, that as a Superintendent of Education he has done more for the Parish of St. Tammany than many give him credit for. He most assuredly manol feste deeper interest in the teachers and school work than many of us do. He strives diligently to assist us to becoming better teachers ev.

ery year. He is pleasant of manner and ever ready aiAd fully competent tc give as light upon any subject we may approach to him. Mr. Evans is a man who is work, Ing for his country's welfare; eves ready to help in a good cause. Some people delight in finding fault; but fault finders seldom dc much for themselves nor anyone else.

The "Perfect Man" has never ap. peared on the scene; at least, ev erybpdy's "Perfect Man." There is no editor, no doctor, no preacher, no lawyer in fact, no professional man; and last, but not least, nc teacher, who is the "perfect" one to everybody; and while many eriticisei Mr. Evans, wish to say that he is not the "Perfect Man," buat he is St. Tammany Parih's inter. ested and fully competent Superintendent of Education.

He is up it 'iOtir'masn 'nights when the majority of St. Tammany's people are enjoying sweet repose Working; for whom? Why, every living soul in St. Tammany! It cannot be for himself No, Indeed. 1He has his education, and could fill any other good position; and one more pleasant, no doubt, than his present one. However, since he hbs chosen 'this.

responsible vocation, let us help him more in 1907 than we ever have heretofore. Boaliusa Progress The Gereral Electric Company has closed a large contract with the Great Southern Lumber Company to install a complete electrical equipment in its new mills at Bogalusa, La.

This mill will not only he the largest of its kind in the Uniled States, but it will also have the most complete electrical equipmert. All the machinery will be connected direct with individual induction motors. Having neither brushes nor commutator, there Is no sparking and consequent fire risk in dust and shavings with this style of powerful motor. 'The generating equipment will consist of. three generating unite, directly connected to steam engines aggregating 2000 horsepower.

A complete switchboard will also be installed. There is no postoffice at Bogalea as yet, but a large town is rapidly growing up about the new mill, and before the saws are running a large town, with streets, walks, dwellings, stores, postoffee, will be ready for the accommodation of the work. men. The death of Mrs. Emile Frederick, formerly Miss May Amelia McManus, of New Orleans, last Tuesday afternoon, caused a feeling of gloom throughout the commnmity.

The deceased was a popular resident of Covington, a strict church member and true christian, and was admired for her many sterling virtues of mind and heart, always ready to lend a helping hand to the unfortunate and distressed. She leaves a sorrowing husband, eight children, the youngest only a few weeks old, and a wide circle of friends to mourn her loss. The funeral, which was one of the largest ever seen in Covington, look place Wednesday afternoon from the family residence and St. Church, Koegerl o.ci.tIng. following acted as pialileate r's: 1't.

E. Brewster, Joseph Delery, R. Lobdell, Victor Planche and Paul Laborde. Louis Alfred Pechon, depot agent at Claiboune Station, died suddenly tast Thursday morning He was apparently in good health, and had. just been served with his morning coffee by his wife when lie was taken suddenly ill, and died in a few minutes.

He leaves his wife and three children, who have the sympathy of the community in their sudden affliction. t'he deceased was 33 years of age, and aas a member of Bogue Falaya Grove No. 21, U. A. O.

nad was buried with the honors of the Order. Rev. Jos. Koegerl officiated at the residence. Last Saturday morning at 7:30 o'clock James H.

Murphy, at one time a Representative in the State Legislature, from St. Tampainy Parish, and ex member of the Police Jury from the Ninth Ward, died at Slidell. His remains were taken to New Orleans for interment Mrs. Mary Bray, relict of the late Thomas Bray, died at her home in Abita Springs, last Saturday. January 26, 1907, at 2:05 aged 76 years and 11 months.

The deceased was one of the oldest residents of Abita Springs, and one of the first to establish a store at that place The funeral took place from the residence and the Lutheran Church, Sunday afternoon, Rev A. Kaub officiating, and was largely attended, the interment being in Covington Cemetery Mr 1' Herwig died of poeumoma in New Orleans last Thursday, aged 69 years -0Edwaid S. Rapier lost his case against the Police Jury, in regard to the two mill road tax A Cousin, a prominent citi zen of Bayou Lacombe, paid us a pleasant visit last Thursday. The licenses for the year 1907, are now due, and the payment thereof will become delinquent on the first day of March, ,1907, after which date penalties at the rate of two per cent per month and attorney's fees will accrue. All unpaid licenses on the first day of March, 1907, will be tunned over to the attorney to aid the tax collector. Parties wishing to avoid the payment of penalties will do well to make payment before that date.

Be it further ordained, thas the amount of license due this parish for each trade, occupation, business or calling carried on or conducted in this parish, subject to a -license, is hereby fixed at the same as is now levied and collected by the State for such trade, occupation, business or calling in this parish, except the liquor license, which shall be two hundred dollars instead of one hundred dollars 3. Be it further ordailed. that the licenses due this parith shall be and are hereby due and collectable at the same time and in the same manner as licenses due the State; and In the event the same are not paid when due, it is ordered that the report the same to his attorney, who is hereby authorized and instructed to forthwith institute legal proceedings to enforce the payment of the same.

PER CAPITA TAX. 1. Be it ordained by the Police Jury of St. Tammany Parish, That beside the two-mill tax set aside for public road purposes, there is hereby levied for the year 1907 a per capita tax of $1 upon each male inhabitant of the parIsh between the ages of 15 and 55 years, except parties who live in cities and towns that keep up'their own streets; this tax to -be collected as provided by law, and to be paid by the 31st of December, 1907, and each year thereafter, and that any person failing to pay his per capita tax as above levied shall be fined in a sum not less than $5 nor more than $15, and in default of payment of the fine and costs, he shall be sentenced to work on the public road for a persod ofime' not to exceed thirty days, at the discretion of the Court. Be it further ordained, That said prosecution shall be conducted before the District Court.

They shall also be vested with all the power and authority conferred by law on like corporations, as though specially herein enumerated. Citation shall be served on the mn his absence on the Yice President or Secretary. The capital stock shall be five thousand dollars ($5,000) divided into and represented by five hundred (5001 shares of the sum of ten dollars ($10) each, which said stock shall be paid for in cash at the time of subscription, or same may be issued, at not less than par, in payment or exchaege for property or rights actuallly received or purchased by said corporation, or the same may be issued full paid for money advanced and for services or other valuable consideration. The affairs of said corporation shall be managed by a Board of Directors composed of seven stockholders, to be elected by the stockholders annually, py ballot, on the 4th day of December, or any subsequent day fixed by the Board in case of no election having taken place on said date.

Each share of stock shall be entitled to one vote. Said Board shall have the right to make all by-laws and change and alter the same at pleasure. Any stockholder may sell, assign or transfer his stock in this corporation, provided thirty days notice of such intention to sell, assign or transfer the same be given to the company, and the other stockholders thereof shall have the first'privilege of purchasing same, at book value, after which thirty days notice the same stock may be sold in open market. The said corporation shall begin business as soon as twenty per cent of its capital stock shall have been subscribed. The first Board of Directors shall be composed of A.

Delpitand J.W.Baham, and they shall hold office until the 4th day of December. 1907, or until their successors are elected and take their place. They shall elect from their number a President, Vice President, Secretary, Assistant Secretary and Treasurer. At the termination of this charter and dissolution of the company, the affairs shall be liquidated by the members of the Board of Directors, as liquidating commissioners. Thus done and passed, at my notarial office, in the Town of Covington, Parish of St.
