Jane Hull's help to provide Arizona water to develop its Nevada land. Scott Higginson, a company vice president, said yesterday that construction has started on the Anthem residential project near Las Vegas. He said the city of Henderson committed the necessary water for the project's first half, consisting of more than 2,500 acres, with assurances there is sufficient water for the entire development.

Henderson City Manager Phil Speight backed that up. That contradicts charges made by the Democratic gubernatorial contender that Del Webb officials hosted a July 15 fund-raiser for Hull in Las Vegas for the purpose of influencing her to sell a portion of Arizona's Colorado River allotment to Nevada.
