While the City Council dawdles around bringing cable television to Tucson, the Federal Communications Commission is taking its leisurely time giving the city its seventh over-the-air channel. Up for grabs is Channel 18, a UHF channel that's been used as a translator by KGUN (Channel 9) since June to send its signal to homes in the foothills. Four applicants are vying for a license to air a new station over 18.

Robert Nordmeyer, director of development for the diocese, said the diocese decided to apply for the UHF channel after considering a station on Tucson's cable system and seeing drawbacks: the time it will take before cable comes to the area; the time after that before cable reaches full penetration, and the fact that even at full penetration cable would only reach about 25 percent of all Tucson homes, while 95 percent of the TV sets are capable of picking up UHF. The diocese plans to air 60 hours of programming weekly, with four hours of news, 12 hours of public affairs and 44 of other programming, Nordmeyer said. The schedule would consist of religious but not necessarily Catholic programming and would be available to groups that currently have limited access to TV, such as private, non-profit, educational or governmental ones, he said. The cost of the application process about $50,000 and the cost of running the station if the diocese gets the license is to come from private donations, he said.

The other three applicants all plan on running independent commercial stations that would broadcast a mix of nationally produced, syndicated entertainment programs and locally done public-affairs and news shows. Tucson Telecasting is owned by South Texas Telecasting Co. which runs the ABC-affiliated stations in Corpus Christi and Beaumont, Texas. That firm is owned by the McKinnon family, whose head, Clinton D. McKin-non, once owned KVOA-TV and a radio station in Tucson that used those call letters.

Its station would telecast 17 to 182 hours daily. Bob White, the company's vice president, said the station would have some Spanish-language programming. He estimated the company will spend about $250,000 to go through the application process. National Group Telecommunications of Tucson is a new corporation formed by seven or eight businessmen from Northern California, said Nathaniel F. Emmons, the firm's Washington-based attorney.

The group has no connections with Tucson. Two of the stockholders, including general manager John Rorhbach, are starting a new station in San Jose, Calif. Rorhbach said if the applicants work together, the FCC could grant the license as early as the end of the summer. If they compete for the license through the entire process it could take up to two years, he said. National Group'plans on 140 hours a week of programming, he said.

Alden Communications is a company owned by Pacific Theaters, a firm that owns motion-picture theaters. The Channel 18 application is Pacific Theater's first venture into television, but is "a very natural extension of our type of business," said Ted Minsky, one of the company's vice presidents. One of the applicants speculated that a hearing on the matter probably won't be held before mid-1982, while another said it could be decided as early as the end of summer. In any case, whenever the day comes that 18 is awarded, KGUN will be bumped out. The ABC-affiliated station will have to return to using the weaker-signaled Channel 77, for which it retains the license. Or KGUN could ask the FCC for a new translator channel. One other channel also is available: UHF 40, currently being used as a translator by KTVW of Phoenix, which carries the Spanish International Network.

The FCC has no applicants for 40 on file. Of the four groups that have applied for Channel 18, one is local the Roman Catholic Diocese of Tucson and three are based out of state: Tucson Telecasting Inc. out of Corpus Christi, Texas; National Group Telecommunications of Tucson out of the San Francisco Bay area, and Alden Communications Corp. out of Los Angeles. The diocese plans to operate a non-commercial station and, if it wins the license, would be the first Catholic diocese in the country running such a station (the most similar operations are commercial stations run by orders of priests in Indiana and Louisiana to help support the University of Notre Dame and Loyola University).
