has offered the county a policy for $1 million to cover its hospital and health department, and the state-backed firm, Mutual Insurance Co. of Arizona (MICA), has quoted about $450,000 for coverage, Meade said. This year the cost was $450,000. Under the self-insurance plan, the county would provide its own coverage up to $100,000, said William E. Meade, deputy finance manager. The county would bank the needed reserve of $100,000 or more for that coverage, and buy $15 million worth of excess coverage from the state's joint underwriting plan (JUP). The cost of the excess coverage has not been determined yet, but Meade said the total, including the county reserve, probably would be less than $450,000.

A similar self-insurance plan was adopted this week by Maricopa County. "We'd be assuming our own risks," Meade said. "But if our claims experience remains the same, we would be saving money." In the past four years, the county has paid only $141,300 altogether in malpractice claims, Meade said.
