Most legislative leaders said they wouldn't oppose televising important floor or committee proceedings, but expected costs and technical problems would make the project difficult. The idea came from a random survey of shoppers here by Common Cause, which said 73 per cent of the 928 persons polled favored televising some legislative sessions. The aim would be to im prove floor decorum, cut down on lengthy and inane speeches, force legislators to prepare better and give the public a chance to see their electedrepresentatives in action. "I'm against it, because television cameras transformed the California Legislature into a first-rate, three-ring circus and the same thing would happen here," said Rep.

Stan Akers, R-Phoenix. However, House Majority Whip Frank Kelley, R-Phoe-nix, said television "would reflect the legislators in their true light good or bad. House Majority Leader Burton Barr, R-Phoenix, said: "The more the public sees what we're doing, the better off we'll all be." Senate President BoU Stump, D-Tolleson, said he favors the idea, but thinks it would slow down the legislative process "because people would tend to speak more often and longer." Rep.
