He offers free elections after an end to the fighting, with complete independence or autonomy within the French union as alternatives. This is obviously calculated to contribute to greater unity between France, Britain, and the United States. Yet it hardly promises any great practical change in that point, either, BRITISH AND U.S. relations with other countries interested in the problem, especially the other Middle Eastern and African states, are such that, they still cannot participate actively in quelling the rebellion, which De Gaulle insists must end before his election phn can go through, within four years. This would permit greater French attention to her responsibilities under the North Atlantic Treaty Alliance as they apply to the deterrent force fating Russia, and to the position of strength from which the Allies need to negotiate. Politically.ithe De Gaulle plan does move toward better acceptance of French policy in the anti-colonial United States. Materially, the promise of physical unity against the Communist forces in Eastern Europe seems to be a vague one for a distant future.
