"There is a tendency in the audience to say, 'Beats me whether or not that show is going to stick around, so I'm not going to come into it right "That is more of the inertia we're being faced with, rather than somebody sitting there consciously saying, 'Honey, what do you want to watch tonight? Want to watch CBS, that Despite his desire for stability, LeMasters already has canceled "The Van Dyke Show," "Dirty Dancing" and "Raising Miranda." Mary Tyler Moore's "Annie McQuire" is on an uncertain hiatus and "TV 101" is hanging by a thread.

LeMasters indicated "101's" current Wednesday time slot is its last chance. Why cancel the shows if you're not sure anyone's even sampled them? "We are a commercial network. Our responsibility, not only to our corporation but to our stockholders, is deliver the highest share levels we By Robert Bianco Scrlpps Howard News Service LOS ANGELES Development, scheduling, promotion, viewership you name a problem, CBS Entertainment President Kim LeMasters has it. When things go that wrong, the question isn't what to -fix; it's what to fix first. LeMasters answer: Fix it all, and fast.

1 1 "We're trying to overhaul the whole animal all at once. And that's a very tough task. But I think we've got to do it, and I'm very pleased we're engaged in the face lift of the network." I To judge from the ratings CBS set a record low in December the face lift isn't drawing a lot of attention. CBS is still strong Sundays and is gaining strength Mondays, but the other five nights range from bad to get-the-lifeboats-ready worse. I are getting into an environment where we're getting locked out of time periods," LeMasters says.

"We're more than failing; it appears to me we're being ignored." the last one-camera, no-laugh-track show you'll see on CBS any time soon. LeMasters thinks a studio audience forces writers to keep in touch with what viewers want, saying "Frank's Place" failed, in part, because the one-camera format gave producer Hugh Wilson too much creative leeway. His returning soaps also get a mixed report card. While "Knots Landing" is doing well, "Dallas" and "Falcon Crest" have slipped badly in the ratings. LeMasters says he's happy with "Dallas" creatively, but it and "Falcon" will be "re-evaluated" in May.

Translation: "Dallas" fans, start writing your letters; "Falcon Crest" fans, don't bother. All the news isn't bad, of course. CBS is working on new sitcoms for Valerie Harper and Tim Reid, and it may be able to keep two older hits it had expected to lose. Bob Newhart says he may be willing to stay another year, and CBS is in "very active discussions with Angela Lansbury" to keep her on "Murder, She Wrote." Be a sport, Angie. CBS needs all the help it can get.

can possibly deliver. When you're sitting there and you're collecting too many shows in the bottom of the Nielsen list, it pulls your overall average down too badly, and you have to make some Draconian choices." LeMasters insists he's willing to stick with quality programs until they find an audience, citing "Tour of Duty" as an example. But, he says, "You can't save everything. The unfortunate part of network commercial television is you try, and after a while you have to say, 'I'm sorry, we have to move Is CBS moving on with or without "Annie McQuire?" LeMasters still isn't sure. While he feels Mary Tyler Moore did "some of the best acting she's ever done" in "Annie," he doesn't think viewers liked the format.

So he's told the producers to "give it their best shot to make alterations that they think will bring success to the show. That's what's currently being done at this point." "Annie" has three more shows to complete. Those episodes "will help us make decisions" about the show's future. One thing you can bet on is that "Annie" will be FCC approves KDTU-TV sale to Houston firm Reynolds company's green light 5 for car crashes was bad signal By Jim Radcliff The Arizona Daily Star The Federal Communications Commission has approved the sale of KDTU-TV, Channel 18, by the Roman Catholic Diocese of Tucson to Clear Channel Television of Houston. A transfer of ownership could occur within a week or two, said Thomas Murphy, an attorney with the diocese.

"We're very happy with the way it has progressed," he said. All the FCC needs now is a letter from the two parties stating that the necessary paper work and transfer of money have been completed, said Robert Warren, a spokesman at FCC headquarters in Washington, D.C. McKinnon Broadcasting of Corpus Christi, Texas, which had obtained first right of refusal in the early 1980s by agreeing to stop competing with the diocese for the original FCC broadcasting license, is apparently out of the picture. Jim Gillece, the vice president of finance at McKinnon, said his company probably will not pursue KDTU. McKinnon, should it choose to purchase the station at the terms negotiated by Clear Channel, would have to make its intentions known today, he said.

"We're just watching the clock expire," Gillece said. He added it was not the price that bothered McKinnon. "If anything, the price was low I think the amount of money it would take to make the station competitive would be horrendous." Clear Channel announced Nov. 3 that it had agreed to purchase the station for $8.5 million, pending FCC approval. The contract calls for payment of $2.5 million in cash and for assumption by the new owner of up to $6 million of KDTU's contracts with film and serial distributors.

The diocese, which laid off 32 people because of the television station's financial problems, had been trying to sell the station for three years. Fred Allison, a diocesan spokesman, declined to discuss the KDTU sale until McKinnon officially announced its intentions. Newspapers If you're going to crash cars in front of a guy's house, Burt Reynolds has learned, it's a good idea get his permission. Blue Period Reynolds' production firm, wanted to film a scene in front of a home in West Palm Beach, for the TV series "B.L Stryker," which on ABC on Feb. 13.

So Blue Period got the friendly folks who live there, Ricardo and Laura Gonzalez, to sign an agreement allowing the firm to film at the house. Terrific. Only one little hitch. Apparently, no one asked just who the heck the Gonzalezes were. A few days later, Daniel O'Brien of Ardsley, N.Y., a northern suburb of New York City, phoned Florida to ask why Blue Period was crashing cars in front of the house.

It's his house. Said O'Brien's son, Kieran: "They have no permission to do this." The Gonzalezes appeared to be only tenants in the O'Brien house.
