Pre-K program to add as many as expand to more schools and more children with each succeeding year, and by the beginning of the 2001-02 school year, every child and every district would be eligible for the program and money.

State funding stalled in year two and has been flat since then. The four Rockland districts that got in during the first two years East Ramapo, North Rockland, Clark-stown and Nyack have never been able to expand their programs, and Nanuet and Ramapo Central, which expressed interest in the program, have never been able to join. The new state funding is only half of what local educators said Karen Matthews The Associated Press NEW YORK Bob Salmanowitz remembers the food on the USS Intrepid so good that men from other ships would come aboard to eat "We used to have a Texas breakfast, steak and eggs, on Sundays," said Salmanowitz, a photographer's mate on the famous aircraft carrier from 1955 to 1958. Ralph Slane, an air traffic controller on the Intrepid during the Vietnam years of 1966 to 1968, remembers the six pilots shot down during one eight-month cruise. The two men joined other former crew members and a steady stream of visitors yesterday for the Intrepid's last day as a floating museum before being hauled off to drydock for a two-year renovation.

The $58 million overhaul will include repainting the Intrepid's hull and rebuilding the Hudson River pier that has been its home as the Intrepid Sea, Air Space Museum. In addition, some areas that have been closed to visitors, including living quarters in the lower decks, will be fixed up to become part of the tour when the museum reopens in the fall of 2008. The carrier, a key component of the U.S. Pacific Fleet during World War II, was slated for the scrapyard when Zachary Fisher, a real estate developer, rescued it and brought it to New York in 1981. It opened as a naval and air museum the following year.

Salmanowitz, 69, of Pompton Lakes, and Slane, 74, of Queens are among many former Intrepid crew members who serve as hosts and tour guides. Slane has been a tour guide since the Intrepid opened in 1982 and has run into several Navy buddies who happened to be visiting the museum when he was there. Brown's new fear is that unfilled seats will go away as well. For right now, however, there are seats available in the programs, especially in East Ramapo, where about 150 slots are open. North Rockland has about a dozen openings; Clarkstown may have 16. The program coordinators are seeking interested parents who want their children in the free, school-validated preschool program. The psychiatrist who said he was pressured alleges some of the money from the government contract would be kicked back to Menendez, who was a congressman at the time, according to court documents.

Menendez's campaign said the allegation was false and that the senator severed professional ties with Scarinci after learning of the incident Menendez, 52, represented Hudson County in the U.S. House for 13 years before being appointed to the Senate in January to finish Corzine's term. Under the "universal" plan, school districts would create programs for their communities' preschoolers using either their own facilities or commercial sites, and the state would pay between $2,000 and $4,000 per enrolled child. The first year the program was available, only a select number of schools were allowed to apply for the funds, and those had to provide programs for their neediest children. The plan was expected to happen, they'll just kill women. That's the way it goes. That's the way it was before we got the law passed.

"They will not face the fact that women died by the hundreds and that was what we fought for, was safe abortion," she added. "If a woman wanted it, then she should have good medical care. She shouldn't have to do it in her kitchen, or go to some friend." Ramona Garcia of Haverstraw said unwanted children should be adopted, not aborted. "Although it hasn't been born, it's alive," she said, referring to a fetus. "It hurts me to know how we can end the life of a human being, and more, of a child that cannot defend itself." Garcia had advice for mothers of teen girls who become pregnant.

North Rockland has garnered about 85 new spaces; Clark-stown is waiting to see if the 16 new spaces for which it may be eligible will be funded. Despite its educational pluses, Universal Prekindergarten has always had some downsides, mostly tied to money. The per-child funding the state gives to participating school districts has never come close to the fees private preschools charge, for one thing. North Rockland receives $2,100 per child, the other three districts $2,700 per child for the 2'Mour, five-day-a-week, 180-day-a-year program. A private preschool can charge between $10,000 and $13,000 a year for the same amount of time.

School districts have negotiated with their preschool educators to accept the lower amount, but the low funding has limited the preschools that will accept Universal Prekindergarten children. The new funding still has not raised the per-child amount, Brown said.
