In other decades the principal enhancement in firopnrty values has been due to the argely Increased ground value because in no other period has the replacement, cost of bnildings advanced so rapidly as to affect the value of existing improvements, In other words, heretofore it 'has been possible to build home or other structure st cost very little if any above the actual value that might be placed on an existing improvement after allowing for depreciation.

With these facts in mind it is inconceivable and this statement is made notwithstanding present contrary opinion that present property values should be adversely affected ex-jept as the cost of building becomes less. There can be no doubt but that a substantial reduction in the cost of labor and material would be followed by an unprecedented building activity and a resultant large increase in the value of and demand for ground. This does not contemplate the demand w'jich might arise because of further increase in population, but merely to take care of existing shortage of homes and business buildings.
