Alternate Service Rees would substitute a national service concept for the draft, allowing young men to serve in the Peace Corps or VISTA as an alternative to military duty, while at the same time increasing incentives for those who choose military service. Teichner insists that much of ths nation's difficulty Is that the ability to solve problems has been taken away from localities; "How can Washington he the all-father and solve all the problems when they don't know what our situation is?" He would curtail federal spending and turn more responsibility back to local government, would like anti-poverty programs put on a local basis with private industry playing a major role, would like federal tax money returned partially to states and believes that the country has enough civil rights and antipoverty legislation. Ghetto Self-Pride The need now, says Teichner, is to get at the race issue in terms of economics and human understanding, and instilling a spirit of self-pride in ghetto areas. He talks also about urban lawlessness in terms of "We can't coddle the criminal element," and would be happy with "an honorable settlement" in Vietnam but if one does not come, would support a firmer military posture. He would put the draft on a lottery basis in times of emergency and establish an all-volunteer army in peacetime.
