Marra, Sr. Age 91, of Hockessin. DE, passed away peacefully, surrounded by his family, on Saturday, November 14, 2009. Mr. Marra was born in Wilmington on July 20, 1918, son of the late Joseph Marra and Mary Chickadel Marra.

Richardson Age 85, of Wilmington, DE, passed away on Saturday, November 14, 2009, at the Regal Heights Rehabilitation Center. She was the wife of Kenneth L. She is survived by two daughters, Margaret Carter and her husband Albert of Rockland, DE and Sandra DuHadaway and her husband David of Bear, DE; one brother, Raymond Elliott of Wilmington, DE, four grandchildren and three greatgrandchildren. He also enjoyed gardening, dancing, listening to big band music and was an accomplished handyman. He was a member of the Sons of uasue, where he retired as a manager in 1989 after 20 years of service. During his career with the state, he was honored by both the Federal Bureau of Investigation and the Department of Alcohol, Tobacco, and Firearms for his manv vears ioined the T- Delaware State Police, -serving for 20 years. He initiated and flew in a law enforcement and air surveillance program, for which he is remembered at the DE State Police Museum in Dover DE. In 1952 he was recalled to the Korean War.

He joined the Delaware Air National Guard, where he completed his service as base commander and retired as a Colonel after 28 years. He retired to Florida in 1972 where he has been an active member of the Dunnellon United Methodist Church and his community. During this time he served as a Hospice volunteer, was a member of The Kingdom of the Sun Chapter of the Military Officers Association of America, and the Masonic Order of DE. He is loved and will be greatly by Lorrie, his wife of 42 years: daughter, Sandra Scott; brother, Walter Skinner; grandchildren. Courtney Eyster and Jonathan Scott; and great-granddaughter, Haley Scott.

He was preceded in death by his parents, Mamie and Charles Skinner; son. Chuck Skinner and sister, Dorothy Hoopes. A memorial service will be held at 11 am, on Thursday, November 19, at CHANDLER FUNERAL HOME, 2506 Concord Pike, Wilmington, DE where friends may call at 10:30 am. Francis Murphy, a lawyer who has been working for Peoples Settlement for free after the first state audit report recommended that the agency improve its weak financial management practices, said Monday's report "cleared" Executive Director Keith Lake. "The state agencies are reviewing the report to determine what funds should be repaid and what actions are available to them," Gov.

Jack Markell's spokesman, Joe Rogalsky, said. Rogalsky said the auditor's suggestion to look at the energy grant from DN'REC had aL'eady been taken and that Peoples Settlement has not received any more money since it became aware of potential problems. Murphy, however, said there are no problems with how the agency used the DNREC grant. The agency asked DNREC leaders to review how the grant money has been spent to date, a process that is under way. The agency is stronger today than it was last year.

Murphy said. Since April, seven new board members have been added at Peoples Settlement, including University of Delaware Professor John Byrne. The agency also hired Bob Rieman, former Chief of Accounting for the State of Delaware, to conduct an internal review of the organization's finances. Rieman's work did not show that Lake misused or diverted any state money. Murphy said.

He was also a member of the fire police for over 30 years, and, for this outstanding record, was honored with the title of Life Member by the Delaware State Fire Police. During his tenure with Wilmington Manor, Mr. Nutter was also instrumental in expanding the company's resources to better serve the community. He was a member of the committees that spearheaded the purchase and renovation of Station 32, and later both the purchase and construction of the new Station 32 and Station 28.

On the state level, he was an instructor for the Delaware State Fire School and, using his excellent photography skills, served as a fire scene photographer for the Delaware State Fire Marshal's Office. Mr. Nutter also served for a time as the president of the Minquadale Fire Company and was an honorary member of the Good Will and Min- Suas fire companies. Active in ie Masonic order for many years, Mr. Nutter was a member and Past Master of Washington Lodge 1.

and had served on the staff of the Grand Lodge of Delaware. He was also a member of the Delaware Consistory, Washington Lafayette Chapter 1, RAM, Gunning Bedford Council 1, and St. John's Commandery 1. KT. In addition to his many fire service and Masonic responsibilities, Mr.

Nutter was a longtime member and past president of the Penn Acres Civic Association and a member of the US Marine Corps League. His beloved wife, Julia T. "Angel" Massetti Nutter, died in 2004. He is survived by his son, Bernard A. Nutter II and wife, Maryann, grandson, Allen B.

Nutter, granddaughter, Ashley E. Nutter, all of Newark; brother, William F. Nutter of New Castle; nephew, William F.
