Fn, Vif. 10. 1378 fart I 8 Norton Simon to Head State Transportation Panel i Industrialist Norton Simon of Mali-bu was elected chairman of the new California Transportation Commission at its organizational meeting in Sacramento Thursday. Simon, 71, a philanthropist, art patron and founder of Norton Simon, was one of the nine members appointed to the highway-transit-aeronautics agency by Gov. Brown several weeks ago.

The commission also named Judith Soley, a Fresno attorney and member of the Fresno County Commission on Criminal Justice, as vice chairman. Simon is a former member of the UC Board of Regents, a post he was appointed to by the governor's father, former Gov. Edmund G. Brown. He also was an unsuccessful candidate for the Republican nomination for U.S.

Senate, losing to California's former U.S. senator, George Murphy, in 1970. Gov. Brown, addressing the group at its first session, told its members to look at all "financially, environmentally and politically feasible" alternatives in considering transportation needs. He advised the commission that a careful balance should be maintained among transportation modes, adding that the agency should not look only to construction of more freeways.

Timet photos Jim mwjzc EXPOSITION Continued from First Page Meanwhile, Richard Bolding was sitting several stalls away, calmly awaiting inquiries about his energy-from-waves machine. "The wave comes in here," Bolding said, pointing to ducts that, in life-size, would be 20 feet tall. "When it hits, whoosh, it compresses the air. The air goes up these pipes, through a manifold and into the generator." Beside him, several layers of inner tube-like contraptions were busily inflating and deflating.

"It would go night and day like this," Bolding said. "The real one would, at least. This one stops whenever I turn off the vacuum -cleaner motor." From a spot near the wave-energy machine, a visitor could stand beneath the huge blue whale and survey this world of new technologies and healthy pursuits. From that spot he could see: a yurt-building demonstration, a display of exotic seeds, several young men in a hot tub, an electric car, plants growing in nutritive fluids, a display of all-purpose composted chicken manure, Bee Beyer's food dryer, and Dr. Bargyla Rateaver, whose slogan, "Read Rateaver," is printed boldly across his booth.

The show will continue for three more days at the Sports Arena. Officials of the exposition say they expect to duplicate last year's success in San Francisco, where the exhibition drew upwards of 50,000 visitors. For visitors here there is an admission price of $3.50 for adults and $2 for children. Each exhibitor pays about $250 to display his wares, but several here said the fee was not excessive when compared to the value of the exposure for their products. "Where else could I sell a foot massage?" asked one young vendor.
