Slate, "Aren't you gentlemen about ready for a spot of tea? By RODNEY DUTCHER (Register-Guard Washington Correspondent) WASHINGTON, Feb. 3. Now the New York Stock Exchange knows what it Is likely to get from the Securities Commission as operated under Chairman William O. Douglas. The SEC has just whammed down on bear raiding and short selling by ordering that short sales be made only at a price above the last transaction in the stock concerned.

SEC did this, however, on no mora information than that which the exchange Itself already had gathered. Here's the story behind the ruling: After studying short sales for two sample weeks last fall, the Stock Exchange made a statement which appeared designed to dress up facta and figures to make them prettier than they really were and to bury some of the most significant SPENCER BUTTE (Shall We Let It Pass?) Mr. Sammons is an old friend in Eugene because of his long and capable service as a member of the state board of higher education and his interest in the University. This is another case where there is no "quota" for Eugene or Lane county; the appeal is for purely voluntary offerings, but to have Lane county do its full share in this project will be also a matter of pride.

The battleship Oregon did much more for American history than to help sink the Spanish fleet at Santiago forty years ago this coming July 3. The vessel which was named for this pioneer state had a good deal to do with the building of the Panama canal which has meant so much to the development of the Pacific coast. There was no Panama canal on March 18, 1898, when Capt. Charles E. Clark in the Oregon received orders to proceed from San Francisco to Key West for service with the Atlantic fleet in Cuban wters.

The Oregon travelled the 14,133 nautical miles around Cape Horn in 68 days a record breaking exploit at the time. The following spring, the Oregon went back round the Horn to join Dewey at Manila. It was the battleship Oregon which made th people of the United States, especially those of the eastern seaboard, aware of the military and economic necessity of the Panama canal. The Oregon, weighing only 10,288 tons and capable of only a little more than 15 knot! an hour, was an ancient by 1917, but ah nevertheless saw active duty throughout th World War. Not until 1925 was she dsrfinitely ordered out of commission and offered to the people of this state as a relic.

Langmack, local manager and a lieutenant and pilot in the Air Corps Reserve, announced that plans for the summer include the use of an airplane in their service to modernize and facilitate connections and service with branch offices in Marshfield, Roseburg and Klamath Falls. Mr.

Langmack was one of the pioneer pilots in the commercial flying days on the Pacific coast. His brother, D. F. Langmack, remembered in Eugene by his former connection with the Eugene airport, is now flying out of Chicago. the figures would be turned over to the Twentieth Century Fund for analysis, and the SEC could look at them if it so desired.
