The Energy Department formally announced it will accept bids through Monday for 1.1 million bar rels of oil offered for sale from the nation's Strategic Petroleum Re serve. The bids will be opened Nov.

27 and the department plans to an nounce the successful purchasers on Dec. 9 with delivery scheduled to begin Dec. 18. The government has been accu mulating the emergency stockpile in salt caverns on the Louisiana and Texas coasts since 1977 at a total cost so far of $16.7 billion to American taxpayers. Its pr esence is the primary insur ance against and means to combat a recurrence of the foreign supply disruptions of 1973 and 1979 that to IS gether spawned a 15-fold increase in oil prices and sent the world econ omy into a decadelong tailspin.

The General Accounting Office estimated the test sale will cost the government $1.1 million to $2.9 million, including a net additional cost of $750,000 to million for replacing the oil that will be sold. Initially opposed by the Reagan administration, the test was ordered by Congress in June as part of a four-year extension of the Energy Policy Conservation Act, the 1975 law that established the emergency stockpile. The Reagan administration had contended, and the congressional GAO somewhat agreed, that a test now amid a worldwide oil surplus and falling prices will not reflect how the program would work in a Pima's Special Accotmmitts, High Yields For High Deposits! In 1975, when it set up the pro gram, Congress envisioned a billion-barrel stockpile. But with mounting federal deficits dominating the current political climate, lawmakers now appear willing to stop the fill when it reaches 500 million barrels sometime in 1986. Robert Porter, an Energy Depart ment spokesman, said any "responsible bidder" including foreign governments able to take at least 10,000 barrels of oil for pipeline transport or 200,000 barrels for tanker shipments is eligible to bid in the test sale. The station can't reach audiences in those areas now because the signal from its transmitter on Mount Hopkins in the Santa Rita Mountains south of Tucson is blocked by the terrain, said Randy Cantrell, general manager of KMSBChannel 11. A second transmitter would be installed just north of Nogales, to serve- that community when the Mount Hopkins transmitter is moved. It would have the KMSB call letters and programming but would be on a different channel, Cantrell said. i Mountain States already has a studio and office in Nogales. i Mountain States and the city of Nogales have asked the Federal Communications Commission to approve the project, but no action Is expected for at least 18 months.

If approved, Michael Isaacs, a spokesman for The Providence Journal Co. whose Mountain States Broadcasting subsidiary runs Channel 11, said the station's coverage would be expanded by almost 10,000 square miles or about 118,51,0 viewers. He said he didn't know how much the expansion would cost because Mountain States is still looking at what type of equipment to buy. Federal regulations require a substantial penalty for early withdrawal on certificate accounts.
