The board will vote on the budget May 10. The proposed budget, that represented a 13.7 percent increase in spending over 1982-83, has been cut "by several hundred thousand" since then, Schlachter noted. But more cuts are in the offing, and said "drastic reductions" in staff would probably occur. One factor in the budget increase is a jump of $200,000 in BOCES costs.

Employees benefits are due to climb by half a million. The public vote is on May 25, and a public hearing is scheduled for April 12. Two board seats are open, which are now held by Steven Goldman and Edgar Brounstein. Goldman will not seek re-election. Brounstein has said he will run again.

He is a 48-yearold pharmacist who lives at 101 Gedney in Nyack. The deadline for filing is on April 25. The Pearl River School Board adopted a budget 1983-84 budget that recommends a 5.4 percent spending increase over last year. The 13.8 million package includes a dozen new programs and services. But district officials refused to say how much taxes would increase under the package because Orangetown's assessment rolls have not been finalized.

The spending increase, officials said, is not due to the cost of new programs, but to several other factors one of the most dramatic being the $500,000 increased cost of educating handicapped students. Five candidates are vying for two seats on the school board, making the Pearl River race one of most hotly contested in the county. Trustee Robert Compton will step down after nine years. The other now held by LaForest Osborne, 49, who announced plans to seek his first complete term after serving one year of a vacated term. Osborne is collection and credit manager for Sears, and lives at 113 Braunsdorf Pearl River.

The four remaining candidates are: Alice NicholObituaries John Navarro, formerly of Nyack Funeral services are to held Monday for John Navarro, a resident of the Green Hill Home for Adults in Haverstraw, who died Friday at Nyack Hospital. He was 82. Born April 15, 1900 in Spain to Domingo and Maria Van Vack Navarro, he emigrated to the United States in 1920. Prior to moving to Haverstraw last year, he lived for many years at 298 High Ave. in Nyack.

Mr. Navarro was employed for more than 35 years as a yard manager for the old Orangeburg Manufacturing Company. His wife, Julia, died in 1979. Survivors include two daughters, Anita Frustaci of Springfield, and Lucille Roehrich of Haverstraw; and three grandchildren. A Mass of Christian Burial is to be celebrated 10 a.m.

Monday at St. Peter's Church, Haverstraw. Burial is to be private at the family's convenience. Calling hours are scheduled from 2 to 4 and 7 to 9 p.m. today at the Higgins Funeral at HIGGINS FUNERAL HOME 321 South Main St.

A $17.3 million budget was adopted by South Orangetown School Board trustees in late March, a forecast an 8 or 9 percent tax hike for residents in 1983-84. The fiscal package calls for a spending increase of 5.6 percent. Supt. Richard Olcott blamed the spending hike on rising utility costs, and a reduction in revenue caused by declining interest rates. A tax rate was not available.

Two seats are open on the school board, and both are uncontested. Sylvia Baumel, 48, assistant director of the City College Fund in Manhattan, will seek a third term. Mrs. Baumel lives in Orangeburg, but her street address was unavailable. Trustee John Kriz, of Palisades, will not seek re-election.

Palisades resident Geraldine Miras, who refused to reveal her age, is running for Kriz' seat. She is a retired New York City art teacher, and a former principal of a West Harlem school. Mrs. Miras lives on Closter Road. Nanuet homeowners could face a 9.7 percent tax increase if they approve the $11.7 million budget on May 4 that the school board recently adopted for the 1983-84 school year.

The plan means a spending increase of 3.06 percent over this year's adjusted budget, said Supt. Laura Fliegner. A public hearing will beheld on the budget April 28. The spending hike, Mrs. Fliegner said, is due to increases in insurance rates, teacher benefits, social security and salaries.

The district is also in for a spirited race among five candidates vying for two available seats on the board. Trustee Arthur Wagner will step down, and John F. Poletto, 58, has announced he will run for reelection. Poletto, a research chemist, lives at 35 Nanuet Nanuet. The other candidates are Clifton F.

Freedman, 59 Grandview Nanuet, who could not be reached for comment; Louis M. Jacobson, 47, a senior principal with the Manhattan accounting firm Arthur Young Co. He lives at 4 Crabapple Lane in Nanuet; Kathleen Reddy, 35, of 12 Orchard Lane, Nanuet; and Louis A. Sibbio, 56, of 2 Enterprise Court, Nanuet, who is an electrical contractor. Augliera, a Rockland County resident for 15 years who lived most recently in West Haverstraw, died Friday at Nyack Hospital. He was 74. Born on Dec. 18, 1908 in Brooklyn, he was the son of Mario and Concetta Romano Augliera, both of whom are deceased, and husband of the former Fanny Monduoso, who survives him. Mr.

Augliera worked as a printer for Howard Press, a commercial printing company in New York City, until his retirement in 1970. He lived in Spring Valley before moving seven years ago to 717 Walnut Hills in West Haverstraw. A communicant of St. Peter's Church in Haverstraw, Mr. Augliera was a member of the Senior Citizens at Walnut Hill.

In addition to his wife, Mr. Augliera is survived by a daughter, Jeri Staiman, of Spring Valley; a son, Richard, of Thiells; two brothers, Louis, of Staten Island, and Joe, of Norton, seven grandchildren; and one great-grandchild. A Mass of Christian Burial is planned for 10 a.m. Tuesday at St. Peter's Church with burial to follow at Holy Cross Cemetery in Brooklyn.
