Conservationists last week said Mary Mowbray-Clarke and her husband, John, were integral to bringing the Modern Art movement to the United States in the early 1900s, as well as providing a home for writers and artists. "It's a great purchase for the town," Supervisor Christopher St. Lawrence said. "It's a beautiful property." While a closing date has not been set, St. Lawrence said the town planned to pay for the property by using some of the $15.5 million in bonds the Town Board approved over the last few years for the acquisition of open space.

St. Lawrence said the town planned to preserve the area as open space to prevent development. A hiking trail that runs through the property, as well as a stream and a gorge, would benefit outdoor enthusiasts, he said. He said the town was looking into getting grants from the state and the state's office of historic preservation to restore an old home on the property. He said a wooden section of the home was built in the 1700s and the brick portion was built in the 1800s.

Once the house is restored, the town plans to use it as an artist-in-residence facility, said Town Attorney Michael Klein. School boards are the governing bodies that hire the superintendent, build budgets and approve expenditures for the public school districts. Rockland's school board members are volunteers who spend hundreds of hours a year doing the public's business. But while some of them are experts on finance and law in their professional lives, not all have financial expertise. The New York State School Boards Association provides information to new school board members, but there had been no formal training in the economics of running a school district.

That has now changed. The association has created a curriculum that fits the governor's requirement, and school board members are urged to get their training early. Some of the courses will be given at the coming state School Boards Association annual convention. But Nyack school board President Bryan Burrell, who heads the county's school board association, said the local organization wanted to get its members trained as soon as possible and do it locally. Craig Long, vice president of the Ramapo Central school board, was re-elected in May to his second three-year term.

He's been through three budget seasons, but said he still found the information useful. "If nothing else, it's going to make you look a little harder and a little deeper into the budgetary process," he said. "We have a very conscientious public, and I think that a lot is expected of us. When you look at the amount of money that's being spent on education, people expect you to be good stewards of the money. It's something that we don't take lightly."
