He became manager of the department in 1965, and was named assistant vice president in December 1969. This year, he assumed overall responsibility for several operating departments in addition to inventory control. Examination of hundreds of campaign financial reports pouring into the General Accounting Office also shows a $25,000 loan to Democratic 3 Building Inspectors Suspended Councilman Bares Newark's Secret From the Newark Bureau Newark City Manager Edward R. Stiff declined comment today on his confidential investigation of the city building inspection department. The contents of the report were revealed yesterday by a city councilman. Stiff has suspended three members of the building inspection staff without pay for three days, cut their vacations from two weeks to one week and, in one case, postponed a merit increase in salary "until an improvement in perform ance is shown.

The disciplinary action comes in the wake of the Yorkshire building controver-s where John Millington brought his wife and infant son home from the hospital to a $38,000 home which could not pass the city building regulations. The report found no evidence that any inspector "was on the take," 2d District City Councilman William M. Cover-dale said yesterday. Coverdale, angered by the se-crecy surrounding the report, released its contents yesterday. "I don't like to see anybody lose a job, but these guys were lucky they weren't fired," Coverdale said.

THE report was given to city council members in sealed envelopes Tuesday night and according to Stiff was kept secret because Millington had hinted he might take legal action against the city. City Solicitor Peter W. Green advised Stiff to keep it confidential since it might prove prejudicial if the "case went to court. IN the report, Stiff said most of the irregularities could be traced to poor reporting practices and a lack of understanding by the inspec-tors of what they were supposed to do. Alphin, 49, assistant vice president of Laird Bissell Meeds, was stricken yesterday at work and was dead on arrival at Delaware Division.

Mr. Alphin worked in the Bank of Delaware Building office of the stock firm. The medical examiner today was determining the cause of his death. Mr. Alphin, of 4 Farm Highland Woods, was a lifelong resident of Delaware.

He attended Wilmington High School and the University of. Delaware extension division. HE served In the Navy from 1942 to 1946. He worked for the Veterans Administration from 1946 to 1952, when he joined the Internal Revenue Service. In 1955, he went to work for Laird Bissell as an operations trainee in the inventory con- Richard J.

Daley Richard J. Daley, 32, of 213 Harmony New Castle, was found dead in the apartment of his girl friend at 3013 N. Madison St. last night. Wilmington detectives listed Daley's death as a suicide.

They said he shot himself in the left temple with a revolver sometime -before 6 last night. Police said Daley, with the revolver beside him, was found on the kitchen floor of the apartment by Miss Anne Blood, 29, who told police she and Daley planned to be married in January. Miss Blood found Daley when she came home from work. She notified police. Detectives said that Daley apparently was already dead.

He was officially pronounced dead at the Delaware Division at 8:30 last night. Police learned from Miss Blood and relatives of Daley that Daley recently had been worried about losing his job with the Penn Central. Peninsula Shorts Delaware Trucker Dies in Md. WYE MILLS, Md. Joseph E.

Burton, 41, of Cannon, died at 4:30 this morning in University Hospital, Baltimore, from injuries received in a collision of two tractor-trailers four hours earlier. State police said the second driver, William Jackson, 56, Berlin, had minor injuries. The accident, at U.S. 50 and Maryland 404, occurred beneath a traffic light. Burton was westbound on Maryland 404, and Jackson was making a left turn from U.S.

50 into 404. Cecil Eyes Bainbridge ELKTON, Md. Cecil County and town officials are making a cooperative effort to obtain without cost the 1,150 acres of land at Bainbridge Naval Training Center now declared surplus. Joining with the county in its move will be the Cecil chapter of the Maryland Municipal League. The General Services Administration has announced plans to phase out the base before 1975.

The Republican Support Committee of Los Angeles loaned $161,500 to the California Finance Committee to Reelect the President on Sept. 13, reports to the GAO show. The Executive Club of the Republican Party of New Jersey is listed as contributing $57,000 in the Sept.

1-Oct. 16 period to 20 Nixon committees on the state level. Another $12,000 was contributed to four national Nixon committees during the same period by William B. Colsey III who lists the same Trenton, N.J., post office box as the Executive Club. Neither registration statements nor reports of contributors could be found for the Republican Support Committee or the Executive Club in GAO records going back to April 7, when a new election law requiring full campaign finance disclosure went into effect.

UNDER the new law any political committee which anticipates receiving or making contributions or loans exceed-i $1,000 to a national candidate during the calendar year must register with the GAO within 10 days of organizing. Two telephone calls to his office, to ask about the absence of the club's registration or report, went unanswered. On the McGovern side, a $25,000 loan was received by McGovern for President, of Washington from a San Francisco secretary who in two telephone interviews repeatedly refused to say whether the money was hers or how a secretary could afford such an outlay.

"I don't have to answer that," said Mrs. Dorcas Taylor. Later she said, "This isn't any of your business." Under the new elections law it is a federal crime to make a campaign loan or contribution in the name of another. Mrs. Taylor is listed in a report by the key McGovern committee as a secretary of Dr.

Carlton Goodlett, a physician and surgeon who also loaned the McGovern campaign $25,000 in September and contributed $1,000 outright. Lewis C. Young Lewis C. Young, 64, formerly of 302 W. 36th Wilmington, died in North Palm Beach, Wednesday after an apparent heart attack. Mr.

Young left Wilmington two weeks ago. He was stricken at a shopping center and was dead on arrival at St. Mary's Hospital, North Palm Beach. Mr. Young was a retired employe of the Penn Central Railroad He was a member of Corinthian Lodge the Delaware Consistory, and Newark Temple Shrine.

Roberts, 35, of Morristown, a former Wilmington resident and University of Delaware student, died Sunday in Epp Memorial Hospital, Cincinnati, after a long illness. Reading Hospital physicians took the shots of Terker-Wah-Eb-Re after questions over the mummy's sex were raised by a University of Pennsylvania scientist. The X-rays showed that Terker, who has been exhibited as a male mummy, was actually a female. The findings mean the Uni interment at Gracelawn Memorial Park.
