1, Earl Stewart says he will move forward with plans to erect it in honor of Sept. 11 rescue workers. By a 4-1 vote Wednesday night, commissioners rejected Stewart's proposal to erect the flagpole on the southwest corner of the property at 1215 U.S. 1, opting instead to approve a 50-foot flagpole. Stewart, though disappointed with the decision, remains committed to his original proposal.

The 343-foot height, he said, reflects the number of firefighters and paramedics who lost their lives at the World Trade Center on Sept. 11. "I'm going to erect a flag anyway," he said. "It just won't be in Lake Park. I've had conversations with some of the other municipalities nearby.

One of these communities will be happy to be the home of the tallest American flag in the world. I will proceed." The 343-foot flagpole would be nearly five times as tall as Donald Trump's 70 -footer at Mar-a-Lago. Stewart had received approval from the Federal Aviation Administration to install the flagpole before Wednesday's vote. Stewart was in New York on Wednesday and was not able to attend the commission meeting. His sons, Stu and Josh, spoke on his behalf.

He was born on November 29, 1943 in Methuen, MA to the late Justin and Teresa McCarthy. John received his BS from Springfield College, his MSWfrom UCON and his MBA from the Whittemore School of Business at UNH.

Throughout his career, John worked passionately on behalf of children and families. He led community mental health centers, several psychiatric hospitals and served as the CEO of Child and Family Connections in West Palm Beach. Having served as its first CEO, John returned to Sandy Pines Residential Treatment Center in 2008 where he remained until his death. John is survived by his wife of 37 years, Loretta (Gibbons); sons, Brian (Casey) McCarthy of Athens, NY, Jeffrey (Dawn) McCarthy of Middleburg, FL; daughter, Christine Sequeira (Jonathan) of Stuart, FL; grandchildren, Austin, Juliana, Ayden, Emily and soon to be born, Rowan. John is also survived by two sisters, Marilyn (Warren) Witzgall of Chatham, MA Justine (Ray) Bennett of Manchester, NH; and several in-laws, nieces and nephews.

On September 8, 2010, the Florida Department of Community Affairs reinstated and extended Palm Beach County's Community Development Block Grant Disaster Recovery Initiative Program agreement to undertake projects related to recovery from Hurricane Wilma in 2005. REQUEST FOR RELEASE OF FUNDS On or about June 24 2012, Palm Beach County Departmentof Economic Sustainability (DES) shall submit a request to The Florida Department of Economic Opportunity (DEO) for the release of the 2005 Community Development Block Grant Disaster Recovery Initiative Funds under the Title IV of the Robert T. Stafford Disaster Relief and Emergency Assistance Act (42 U.S.C. 51 21 et. seq.) for federally declared natural disasters that occurred during 2005, as amended, to undertake the following activity as described below: Pahokee Housing Authority McClure Village Site Demolition and Replacement Housing Project. The activity entails the demolition of three duplexes or six housing units and the construction of at least three duplexes or six housing units and up to three additional duplexes or five housing units to replace units damaged by Hurricane Wilma at McClure Village located at 301 Eisenhower Drive, Pahokee, FL 33476 (estimated DRI-2 cost FINDING OF NO SIGNIFICANT IMPACT In 2012, a Phase I and II ESA report was completed by URS Corporation for the 16.28 acre property at McClure Village in Pahokee, Florida.

It was determined that the native soils at the subject property were impacted with residual agrochemicals, specifically arsenic and barium, at concentrations above the State of Florida Residential Direct Exposure standards as given in the Florida Administrative Code (FAC) Chapter 62-777. Low concentrations of arsenic, barium and chromium were detected in the groundwater samples results below the Chapter 62-777, FAC Groundwater Cleanup Target Levels (GCTLs). It is URS' opinion that contaminants present in the soils are not leaching into the groundwater at concentrations that would exceed applicable standards. Based on review of the URS report and in agreement with URS' recommendations a Human Health Risk Assessment (HHRA) and a Soil Management Plan were prepared to evaluate the potential environmental concerns associated with the McClure Village property. Using soil analytical data collected, a site specific HHRA was conducted for the site and a soil management plan prepared so residents, visitors, groundskeeper, and constructionunderground utility workers are protected from direct contactexposure to the residual agrochemicals in the soils at the site.

The HHRA was conducted to characterize chemicals of potential concern (COPCs), to evaluate the extent of impacted soils and to assess the risks and hazards to human health. The risk assessment evaluated potential exposure to surface and subsurface soil containing dieldrin, arsenic, barium, chromium, and selenium. Risks and hazards were evaluated for three potential receptors. The risk due to direct contact with soil was within or below the target risk range of 1 E-06 to 1 E-04 established by the National Oil and Hazardous Substances Pollution Contingency Plan (USEPA, 1990) and below the target hazard index of 1 for all evaluated receptor populations. The risk assessment indicated that detected concentrations of COPCs at the McClure Village property do not pose an unacceptable level of cancer risk or non-cancerous health hazard for the reasonable maximum or central tendency exposures evaluated in the HHRA.

The Soil Management Plan covers the entire subject property including, routine or typical maintenance and operations activities, proposed demolition and reconstruction of duplex units, and future operational and maintenance actions. The environmental assessment activities conducted in 201 2 determined that surface and subsurface or native soils at the subject property were impacted with arsenic and barium at concentrations above State of Florida Residential Direct Exposure Standards pursuant to FAC Chapter 62-777. The site specific HHRA indicated that no adverse risks from the residual arsenic and barium impacted soils are anticipated based on the current and future use of the property as a residential development. The Soil Management Plan has been prepared based on the HHRA results which indicated that no adverse human health risks to residents and part-time or fulltime workers are associated with the incidental ingestion, dermal exposure andor inhalation of airborne particles. The Soil Management Plan will become the Best Management Practices for Operations and Maintenance Activities at McClure Village as the Plan was prepared for the entire site, not only for the proposed demolition and reconstruction of duplex units.

The Plan provides additional precautions to be followed which addresses minimization of incidental ingestion of soil particulates, reduces and manages exposure to soils, and further reduces risk of exposure, along with providing options for managing the soils at McClure Village now and in the future. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1 969 (NEPA) is not required. June 8, 2012 Elections chief warns voters of phone scam By Julius Whigham II Palm Beach Post Staff Writer WEST PALM BEACH The Palm Beach County Supervisor of Elections Office is urging voters to be alert for fraudulent phone calls targeting their personal information. An unknown caller has been contacting registered voters and asking them to re-register to vote, the elections office said. The caller indicates he can register the voter over the telephone if the voter provides a name, full Social Security number and their address. The voter registration form does not require a full Social Security number, the elections office said. All it requires is either the last four digits of the Social Security number or a Florida driver license number.

Also, voters registered anywhere in Florida are required to complete a new registration form only to change their name, address, party affiliation or signature, or to replace their voter information card.
