a Evening Journal Wilmington, December 22, Calendar Cut Rapped By DSEA Action Said a Wedge At Capital Schools By LARRY NAGENGAST DOVTR The leadership of the Delaware State Education Association yesterday criticized the State Board of Education's cutting of the Capital School District calendar by five days. Association officials hinted they would investigate all legal avenues to restore five of the seven days lost by the recent Capital Education Association strike. THE board's taction, in response to a request from Capital School District officials, "definitely did nothing to curb the ill feelings developed between the teachers and the Capital Board of Education," according to John Kinnaman, DSEA president, Kinnaman, whose blunt criticism at the end of the state board meeting received no response from board members, added, "If anything, your action today drove another wedge into this void between teachers and administrations which is continuing to develop across this state." The board shifted its agenda to vote on the Capital measure while district officials and board members were present, but before Kinnaman arrived at the meeting. Its action classed five of the seven strike days as "school days," and rescheduled Feb. 5 and June 13 from teacher in-service days to class days.

THE decision, made in accordance with state law, means that the Capital School District will have five fewer class days than the state's other 25 school districts. Unless DSEA successfully challenges the ruling, it also eliminates the possibility of district teachers making up the seven days' pay they lost during their strike. In a closed session before the meeting began, a Wilmington delegation continued to press for additional funds for the Howard Educational Park, now plagued by cost overruns of $2.1 million. Superintendent Earl C. Jackson, board member Mrs.

Janet Greenwell, and Russell Dineen, assistant superintendent for business affairs again reportedly asked the board for help in barring further construction delays. Ground was, broken for the project Nov. 5, but work has not started because Department of Public Instruction officials have not signed the purchase order and the state board has refused to order DPI to act. The state groups contend that beginning construction could give Wilmington an "incomplete building" unless further assurances of financial support are made by the General Assembly. $8,367,000 has been authorized for the project.

Robert H. McBride, state board president, said that Jack Nichols, DPI director of school plant planning, has been working with the Wilmington group to develop rationales explaining the overrun and the need for additional funding. In other business, the board backed one of two challenges to Delaware Secondary Schools Athletic Association rulings on athletic eligibility of transfer students. The board granted a waiver to Brandywine High School junior Vaughan Fox a transfer student from Valley Forge Military Academy, who cited his father's serious illness as his reason for transferring. Fox desires to participate in his school's wrestling program, but DSSAA cited its five-month ineligibility requirement for transfers in turning down the original request.

A similar request from a Dover High School student was turned down because board members said the student had less serious reasons than Fox. McBride urged the association to develop a more flexible policy. Madeline 78, of the Electra Arms Apartments, 18th and Broom died Wednesday in her apartment after an apparent heart attack. She and her husband, Allen V. Alexander, ran a general store at Peace's Crossroads in the Dover-Kenton area for more than 20 years. After Mr. Alexander's death in 1954, Mrs.

Alexander continued to operate the store until retiring in 1965 and returning to Wilmington. She is survived by a son, Allen H. of Eastburn Acres; a brother, Eastburn Acres; a brother, Henry R. Hayes of Wyoming; four grandchildren and two great grandchildren. Services will be tomorrow morning at 11 in Gracelawn Memorial Chapel with interment in the adjoining cemetery.

Friends may call tonight at the McCrery Memorial Chapel, Kirkwood Highway and Duncan Road. BENNETT M.K., 53, of Wheaton, formerly of Laurel, died Wednesday in Wheaton after a short illness. He was a sales executive for the Arco Refining Co. He is survived by his wife, Mrs. Billie B.

Bennett, and his parents, Mr. and Mrs. Maurice E. Bennett of Laurel. Services will be tomorrow afternoon at 1 at the Windsor-Disharoon Funeral Home, 700 West Laurel, with interment in Odd Fellows Cemetery.

Main Bridgeville, died yesterday in Nanticoke Memorial Hospital, Seaford, after a long illness. She had worked for the Du Pont Seaford, for 25 years as a lab technician. She is survived by her husband, Robert W. Calloway; a son, Robert W. II of Fredericksburg, a daughter, Mrs.

Norma L. Yori of Seaford; three brothers, Victor T. Adams of Wilmington, George W. Adams of Greenwood and Charles L. Adams of Georgetown; and two sisters, Mrs.

Amie Walton of Seaford and Mrs. Alice E. Bell of New Castle. Services will be tomorrow afternoon at 2 at the Hardesty Funeral Home, 202 Laws Bridgeville, where friends may call tonight. Interment will be in Bridgeville Cemetery.

CLANCY-Stephen 57, of 715 Colgate Lane, Newark, died yesterday in Oneonta, N.Y., where he was on business, of an apparent heart attack. He was a chemical engineer and was acting branch chief of the Limited War Laboratory at the Aberdeen Proving Grounds. He is survived by his wife, Mrs. M. Clancy; two sons, Martin S.

of Wilmington and Dennis J. of Newark; a daughter, Kathleen at home; three brothers, Edward of Atlanta, Richard of Syracuse, N.Y., and Joseph of Cooperstown, N.Y.; and a sister, Mrs. John Wheeler of Cooperstown. Mass of the Resurrection will be offered Tuesday morning at 9:30 at Holy Angeles Catholic Church, Possum Park Road, Newark. Interment will be in All Saints Cemetery.

Rosalie Sullivan, 70, of 8 W. 7th Blades, died Wednesday at the Nanticoke Memorial Hospital in Seaford after a long illness. She had been living with the Harris Boyce family in Seaford during her illness. Her husband, Raymond M. Smart, died in 1968.

There are no immediate survivors. Services will be tomorrow afternoon at 2 at the Watson Funeral Home in Seaford where friends may call tonight. Interment will be in Odd Fellows Cemetery in Seaford. Broad Howard S. Smith who was killed yesterday when his car struck a truck at U.S. 40 and Salem-Auburn Road near Woodstown. Interment will be in Lawnside Cemetery, Woodstown. There will be no viewing.

Mr. Smith, 20, of 122 w. Main was pinned in his car when it struck the rear of a truck driven by Donald S. Boyd of Vineland according to Upper Penns Neck Township police. The car burst into flames upon impact.

Mr. Smith was dead before firemen from Woodstown and Upper Penns Neck Township could reach him. He had been employed at Mannington Mills in Salem. Mr. Smith is survived by his wife, Mrs.

Deborah L. Smith; a year-old daughter, Deborah; his parents, Mr. and Mrs. Winfield Smith Sr. of Pennsville; nine brothers, Freeman Winfield Jr.

Interment will be in Odd Fellows Cemetery, Milford. WATERS--Frank 69, of 105 Gibson Liftwood, died yesterday at home of natural causes. He had retired from the Du Pont Co. in 1967 after 26 years as a clerk in the explosives department. He is survived by his wife, Mrs.

Margaret Winger Waters; two daughters, Mrs. Joseph R. Shaeffer of Houston, and Mrs. Ronald A. Siders of Cleveland, Ohio; and six grandchildren.

Services and interment will be at the convenience of the family. Please omit flowers. WRIGHT-Mrs. Olive 80. of 3803 Katherine Drive, Dunlinden Acres, died yesterday in Ingleside Nursing Home, Old Wilmington Road, after a long illness.

She is survived by her husband, James R. Wright; a son, Dr. E. J. Wright of Sherwood Park II; a sister, Mrs.

Edna Kinney of Meriden, and one grandchild. Services and interment will be in Meriden on Wednesday. H. A. Cantwell, 89, Cecil Doctor, State Legislator LONG BOAT KEY, Fla.

-Dr. H. Arthur Cantwell, 89, a former Democratic state senator from Cecil County, and a surgeon for more than 50 years, died Wednesday in the East Manor Nursing Home, Sarasota, after a short illness. He and his wife, Mrs. Anne White Cantwell, moved to Florida five years ago.

Dr. Cantwell was honored in 1956 on the anniversary of his 50th year in the medical profession. That event in the Thomas Avenue Elementary School, North East, attracted more than 1,000 people. He was presented with a watch and $700 toward a new wing at Union Hospital, Elkton, which was named for him. DR.

Cantwell was graduated from the University of Maryland in 1906 after being graduated from the Jacob Tome Institute in 1902. He served his internship at the University and Kernan Hospital for Crippled Children, Baltimore. He opened his first office in Charlestown in 1907 using his mother's home. Later he opened an office in North East. Dr.

Cantwell was chief of the surgical staff at Union Hospital from 1921 to 1954. In 1931 he was elected a fellow in the American College of Surgeons, the only doctor in rural Maryland to be so honored that year. In 1950 he became a fellow of the International College of Surgeons and in 1951 a fellow of the American chapter of the International College of Surgeons. HE was a member of the board of directors of the Eastern Shore State Hospital, Cambridge, for 16 years, and a consultant to the Veterans Administration Hospital at Perry Point. Dr.

Cantwell served in the Maryland legislature from 1922 to 1926 and was a presidential elector from Maryland in 1940. He served on the Selective Service Board in Cecil County during World War I and in World War II was medical director and consulting surgeon of the Navy's Triumph explosives plant in Elkton. He was a member of the Eastern Shore Society and the Lister Society in Baltimore and served as president of the Mutual Fire Insurance Co. of Cecil County. BESIDES his wife, Dr.

Cantwell is survived by a son, John of Long Boat Key; two daughters, Mrs. Nancy C. Winslow of San Francisco, and Mrs. Ruth C. Lattin of Houston, five grandchildren and four greatgrandchildren.

Services will be Tuesday afternoon at 2 in St. Mary Anne's Episcopal Church, North East, with interment in the church cemetery. There will be no viewing and the family has suggested that flowers be omitted. Thomas Cullen, 38, Kent Clerk, Active Democrat From the Dover Bureau DOVER-Kent County Clerk of the Peace Thomas Phillip Cullen, 38, died at Kent General Hospital yesterday of cancer. Mr.

Cullen, of 1254 Harrison Dover, was born in Randolph, Mass. He moved to Dover in 1963 and took a job with General Foods. He was an Army veteran and active in civic organizations. Mr. Cullen, a member of the Kent County Democratic Committee, had served as president of the Kent County and state Young Democrats.

In 1970, he announced plans to run for the state House of Representatives, but before he filed he changed his mind and went after the clerk's office, which he won. He is survived by his wife, Mrs. Gail J. Hunter Cullen: two sons, Thomas A. and John and three daughters, Laurie Ann, Judith E.

and Linda all at home; his mother, Mrs. Mary Cullen of Randolph, and several brothers and sisters in Massachusetts. A Mass of the Resurrection will be offered tomorrow afternoon at 1 at Holy Cross Catholic Church in Dover. Interment will be in Holy Cross Cemetery. Friends may call at the Michael J.

David Dushoff, 61; Revived Posh Latin Casino PHILADELPHIA (AP) Latin Casino owner David Dushoff, who sometimes disguised himself as a taxi driver or chauffeur to meet show business celebrities and lure them to his night club, is dead at age 61. Death came late Wednesday at Hahnemann Hospital, where he had been admitted Dec. 4 after suffering a heart attack.

The flashy, $3 million theater-restaurant, located in suburban Cherry Hill, N.J., was a struggling nitery in Wilmington Airport Searches Due Beginning Jan. 5, in Wilmington and 89 other U.S. airports, special security guards hired by Eastern Air Lines will search all carry-on luggage in an attempt to prevent hijackings. Under government regulations all airlines must institute a search program by Jan. 5, but Eastern is the first to hire private guards.

The $3 milliona-year cost may be passed on to passengers in increased fares, a company spokesman said, provided the Civil Aeronautics Board approves any such request. The new security will involve 500 uniformed but unarmed guards provided by the Wackenhut Corp. of Coral Gables, Fla.
