In addition to these misconceptions about the breakfast program, the report said, opponents have ignored changes in modern family life particularly the large number of mothers who work outside the home that make it difficult to prepare a hot breakfast for children.

Extensive busing of children also cuts down on the time available to families to get breakfast on the table, the report said.
