Kissinger has called on the Arab states to relax their oil embargo. With a Middle East peace conference upcoming and the United States promising to work for Israeli withdrawal from territory occupied during the 1967 war. "discriminatory measures against the United States and pressures are no longer appropriate," Kissinger said.

"We are talking In that sense, to those Arab nations with which we are in contact," he said Thursday in a session with newsmen. Looking ahead to' the conference, which opens Dec. 18 in Geneva, Kissinger said the United States "will try to give a maximum encouragement to a moderate course." He praised the Soviet Union for helping to arrange the talks, but cautioned Moscow that if it "attempted to push extremist solutions it would make a settlement extremely difficult." The negotiations leading up to the peace conference as well as the positions expected to be taken by the parties was the expected theme of a meeting today between Kissinger and Moshe Day an, Israel's defense minister. Dayan is in the United States to discuss his nation's stand with key American officials as well as to meet with leaders of the U.S. Jewish community.

Kissinger predicted at his news conference that the Middle East cease-fire would hold, the peace conference go on as planned and that the European allies could narrow their differences with Washington. He leaves Saturday for a meeting of the North Atlantic Treaty Organization ministers in Brussels and then a swing through five Arab states and Israel. Kissinger also reported that the State Department has concluded that recent war-Powers legislation did not remove barriers against sending American troops into Indochina without prior congressional approval. DearAbby 1 1 ii ii Couple's Apartment Smells By Abigail Van Buren eimk Clicaw Trltawt-H. V.

Ntws Inc. DEAR ABBY: My husband and I became friendly with a couple who recently moved into our building. They are charming, intellectual people, but their apartment is always filthy and has a terrible lingering odor. They are constantly asking us over for a drink or dinner and whenever possible we reverse the invitation because we'd rather not eat there and we can't stand the odor. We're not fanatics about cleanliness, but their kitchen floor is so gummy our shoes actually stick to it.

Well, you get the idea. Is there a subtle or tactful way to suggest they clean up their place and get rid of the odor? We hate to hurt their feelings or lose their friendship. NEW NEIGHBORS DEAR NEW: I know of no subtle or tactful way tell people to clean up their place and get rid of the odor. If you enjoy the company of these charming intellectuals, continue to reverse their invitations. DEAR ABBY: I am furious.

I had some used porch furniture, a pool table, and an antique bookcase, all in excellent condition stored in my basement. My daughter in law and son saw all this stuff and said they could use it, so I PAID to have it all hauled to their home. The other day when I was there I didn't see any of the things I had sent them. My daughter in law noticed the puzzled expression on my face and said: "Oh, after all that stuff, got here, I realized it didn't fit in this place, so I sold it all to a second hand dealer." Abby, how would you have felt? And what would you have said had this happened to you? HURT, DISAPPOINTED, AND ANGRY DEAR D. AND I would have felt as you did, and would have probably expressed those sentiments.

DEAR ABBY: I work in my husband's office, as a corporate secretary. I am expected to sign legal papers I know nothing about, type up and sign minutes of meetings that never took place, and just be there when I'm needed and then disappear. I am never included in financial meetings, hut I must cosign all notes and legal papers. When businessmen come to the office, I am not even introduced, and when my husband takes them to lunch, I am not included. I know I am needed because I keep the records, do the payroll, write and sign all the checks, and do many jobs that would be costly to hire someone to do.

I work for no pay! We've had to give up most of our social life because we both work all the time. I don't know how long I can continue living in this pattern. We have a fantastic business, but what good is the money if all we do is work! You once said: "No one can use you for a doormat unless you lie down." Well, it's not all that easy to get up without destroying more than you care to give up. NO NAME DEAR NO: Collar your husband and state your complaints. Don't expect to improve your lot by complaining to ME! CONFIDENTIAL TO "HANGING I have no statistics on how many men eventually marry the women with whom they have Uved.

But I can't imagine why a man would run after a bus he has already caught. DEAR ABBY: About three years ago you printed "A Mother in Law's Prayer." I thought it was hilarious and carried it around with me for a long time. Somehow it got away from me. Will you please print It again? There must be quite a few people who haven't seen it. And those who have will enjoy a good laugh repeated.

YOUR FAN IN FLORIDA DEAR FAN: WHh pleasure. Here It Is: Lord, help me to be glad when my sea picks a mate. If he brings home a girl with two heads, help me to love both of then efuBy. Ami when my ton says: 'Mom, I want to get forbid that I should blurt out: 'How far along Is sbet' "And please. Lord, help me to get thru the wedding preparations without a squabble with the 'other And drive from my mind the belief that had my child waited a while, she or he could have dene better.

"Dear Lord, remind sac dally that when I become a grandmother, that my children don't want any advice on how to raise their children any more than I did when I was raising mine. "If you will help me to do these things, perhaps my children will find me a Joy to be around, and maybe I won't have to write a DEAR ABBY letter complaining about my children neglecting me."
