Named in the action is Maricopa County Superior Court Judge Warren L.

The twister, believed to be the same one, was first reported on the ground southwest of Nash, in the southwestern part of Grant County.

The highway patrol said the rural Liberty Church and parsonage were demolished but no one was inside either structure. A witness, Leroy York, saw the destruction five miles southwest of Nash. From there, it moved toward the northeast, moving on the ground and in the air. It skirted the south edge of Medford, demolishing a newly-erected rural home, out buildings and storage tanks six miles to the east. Telephone lines were ripped down.

As the twister moved about five miles ground and destroyed one farm home and heavily damaged two others before moving on into Kansas toward the Gueda Springs area. Injured when the storm hit north of Deer Creek was Leland Lively. He was taken to Blackwell General Hospital where his condition was reported to be not serious. He received facial cuts. The tornado occurred in an area placed under a severe weather forecast between 5 p.m.

and 11 p.m. Most of north central and northeastern Oklahoma were included in the forecast. Elsewhere in the state, hail ranging in size from three-fourths of an inch to one and and a half inches pelted the Davis area in the southern section of Oklahoma. Hail also fell in the Konawa area, northeast of Davis, between Guthrie and Stillwater and in Osage, Washington and Nowata counties. It was estimated that the program would require an immediate expenditure of $1.6 million, and about $100,000 per year thereafter.

A report accompanying the bill said such schools are needed in Puerto Rico, for instance, because the Puerto Rican schools "are overcrowded, and their primary language of instruction is Spanish." The bill sets two standards for congressional districts: They must be as compact as practical, and their population must be within 15 per cent of the state's average district. These provisions would be in effect for the election of the next Congress. Although the 15 per cent variation means there could be a difference of 30 per cent between the smallest and largest permissible districts, House sponsors hope the bill will meet the Supreme Court's one-man, one-vote goal for legislative bodies. Rep.

Emanuel Celler, who has been sponsoring similar legislation for 20 years, helped win over doubting members by telling them if they didn't pass the bill, the courts might move in and order districts drawn with a population variation of only one per cent. "This will create stability where there has been near chaos," said Rep. John V. Lindsay, No one could say how many districts would be affected by the new standards, but at least 13 states are grappling with re-districting problems and nearly every state has at least one district that varies by more than 15 per cent from the norm. The House rejected an amendment to let members run at-large if a state is ordered to re-district but is unable to complete the process before an election.

Except where a state has only one member, members must run from districts. Congress has set federal standards for congressional districts in the past, although none has been in effect since 1929.
