On the second day of their state visit to Morocco, the royal couple flew 250 miles from the capital, Rabat, to the ancient caravan center of Marrakech. The royal party drove 20 miles south of Marrakech to the oasis of Ait Ourir, where a traditional Moroccan meal was served in an elaborately decorated tent. More than 2,000 Berber horsemen in turbans and flowing Arab robes gave the royal couple a display of expert horsemanship, firing their ancient rifles into the air while riding at a full gallop. Hassan presented the queen with four Arabian horses from his personal stable.

Kantner, 39, who suffered a stroke Sunday, was reported to be in stable condition at Cedars-Sinai Medical Center in Los Angeles. Handler's surgeon, Dr. Elliott Blinder-man, said chances of suffering a brain hemorrhage that doesn't require surgery were "one in 10.0(H)," according to Nadine Condon, spokeswoman for the rock group.

Hospital spokeswoman Tess Griffin said Kantner, although still in intensive care, was conscious, and had been talking. She said he would remain intensive care "for a day or two" and would be hospitalized for a couple of weeks. "He seems to be improving," she said. The musician has had only a few visitors, including his manager, Bill Thompson, Griffin said. "But if he continues to do this well," Condon added, "he may be able to see band members and family later on." Griffin said an initial series of tests on Kantner showed "he did not have a blood clot as we had thought Kantner had been in Los Angeles with the Jefferson Starship for about a month cutting a new record, said a spokesman for San Francisco-based Grunt Records.

Fine Jewelry. 2 sources cited on Billy, Arafat WASHINGTON (AP)-A magazine editor testified yesterday that one of Libya's "top Italian agents" and a Western-intelligence contact were the sources for his story that Billy Carter met with Palestinian leader Yasser Arafat.

Michael A. Ledeen, executive editor of the Washington Quarterly, told a Senate investigator that the Italian, Michele Papa, was the sole source for his statement that President Carter's brother and some friends received $50,000 in unreported expense money from Libya to travel to that North African country. Ledeen gave the testimony in an unusual public deposition, made under oath, to Dennis Shedd, a counsel for the special Senate subcommittee investigating Billy Carter's ties with Libya. Ledeen and former Newsweek magazine correspondent Arnaud de Borchgrave say in an article widely reprinted over the weekend that Billy Carter met with Arafat, leader of the Palestine Liberation Organization, and George Habash, head of the extremist Palestinian Front for the Liberation of Palestine. He denies receiving the $50,000 Libyan payment. Ledeen said Papa, a Sicilian lawyer he described as one of Libya's top agents, indicated that Billy Carter met with Arafat and Habash during Carter's second trip to Libya in September 1979. Papa, however, told The Associated Press in Rome that he is not a Libyan agent. Ledeen said he does not know the circumstances of the meetings or what was said.
