A Tucson woman who was driving the car in which a passenger from Tucson died remained hospitalized in Hermo-sillo, yesterday in good condition. James Haney, 78, a passenger in a car driven by Lorraine Smith, 61, of Tucson, was killed in the accident, which occurred at about 2:45 p.m. Feb.

18, Mexican authorities said yesterday. Smith reportedly suffered a fractured vertebra and cuts when her car collided with a pickup truck on International Highway 15, 16 miles north of Hermosillo. Hermosiilo is about 175 miles south of Nogales. Mexico Federal Highway Patrol 1st Sgt. Rosario Trujillo said Smith apparently lost control of her car after passing another vehicle as she drove south on the two-lane highway.

Her car skidded sideways into the oncoming pickup truck, driven by Francisco Mendoza Garcia, 42, of Hermosillo, Trujillo said. No other injuries were reported, but damage to each vehicle was close to $2,000, Trujillo said. Neighbor charged with cross-burning 'ethnic intimidation' BENSALEM, Pa. (AP) A 28-year-old black man has been charged with "ethnic intimidation" for allegedly burning crosses on the lawns of four interracial families in a predominantly black neighborhood. Albert A. Dawson who has lived in the Linconia section of Ben-salem Township for 16 years, was arrested by police Friday. Charles Ellzy, head of a neighborhood civic association that aided local, state and federal authorities in the investigation of last week's incidents, said residents had mixed feelings about Dawson's arrest.

"On the one hand you're glad the person was apprehended, but on the other hand it's disturbing to leani it was someone in the neighborhood," he said. Linconia a predominantly black neighborhood in a mostly white township has had no previous racial problems, he said. "It's a nice, quiet neighborhood." Dawson, free on $50,000 bail, faces a preliminary hearing Thursday. The FBI has begun an investigation to determine if the victims' civil rights were violated. Dawson was arraigned by a county justice Friday on four counts each of ethnic intimidation, criminal mischief, disorderly conduct, loitering, and prowling at night, according to police.

Officer Don Tennoni said the ethnic-intimidation charge carries up to one year in prison and a fine of up to $2,500.
