18Vi buoyed by selective buying Swift Seeks 4th District County Seat Francis J. Swift of Hockes-sin announced yesterday he is seeking the Democratic nomi- nation for the 4th District seal on the New Castle County Council. Swift, a project engineer at i the Du Pont Experimental Station, said he Is running with the unanimous ment of 27th Representa-HivCDistflct Democratic Committee. He was an unsuccessful candidate in 1970 for the 13th Representative District General Assembly seat. The 4th District, now represented primarily by Democratic U.S.

senatorial candidate Joseph R. Biden has been redrawn to include a heavily suburban area west of Wilmington. The district extends from the Lancaster Pike to near Newark and from the Pennsylvania line to Maryland Avenue. Swift's campaign will em-p a i reordering county priorities to avoid emergency measures in meeting sewerage problems and area development planning, he said. Swift, the father of eight children, is a graduate of Drexel University and the for- mer president and organizing chairman of the Greater Hockessin Area Development Association.

He has lived in Hockessin for more than 25 years. Newark Trio Mull Minimall From the Newark Bureau Downtown Newark may have a mini-mall this fall. Three businessmen purchased a large building 58-62 E. Main St. that formerly housed the Miller Bros.

Furniture Store and hope to have it converted to a mini-mail by fall. The building was purchased from Aaron Handloff by ert G. Steele, Alan S. Hall and Robert L. Morrow for $140,030.

Steele said yesterday plans for the mini-mall call for it to be open from the frent of the building to the rear "with about eight or nine small stores."
