There are only a handful of these "second-generation Naders" but they have the Federal Communications Commission in a swivet and broadcasting industry screaming for relief. The industry trade journal "Broadcasting" regularly portrays broadcasters as "victims" of squeeze plays by "impassioned advocates" of controversial causes. These public interest lawyers are hitting broadcasters where it hurts most their licenses. The FCC has a backlog of some 100 radio and TV license challenges, many from minorities and now women protesting station programing and hiring policies. The lawyers are also questioning fundamental concepts of advertising.

Among the issues they and their clients raise: Should one mammoth communications company be allowed to sell stations to another as a bloc and volate FCC rules in the process? Should stations be able to deny groups the right to buy time to air views against the Vietnam War and should FCC uphold their decision if they do? Should stations sell commercial time to some products and deny environmentalists the right to reply when they feel the ad for gasoline, for example unduly beautifies its anti-pollution stance? Should grant free public service time to some community service projects like pickpup-litter campaignsand deny it to others such as auto recall notices? Should stations be required to open financial books to license challengers seeking to determine whether there is money to improve programingor whether undue profits are going into station owners pockets? Sh.uild stations escape notice when they fire a newsman whose reporting pinched sensitive advertising Some of these lawyers formerly worked for more conventional firms, like Washington's Covington and Burling. Tracy Western once worked for the rebel within the FCC, ever-dissenting commissioner Nicholas Johnson. Now they write up their cases in offices above an electric supply store or in an elderly town house near the commission's glass house downtown. Western's Stern Community Law Firm and Albert Kramer's Citizens Communications Center feature the counter-culture posters and organized chaos of any movement office. Why do they do what they do?
