Henry Says It Could Be, Someday From the Sussex Bureau To Continue Suppers JL JL Truck Driver Class Enrollim; GEORGETOWN Registrations for the second truck driver training course at Delaware Technical and community College, southern branch, are being taken now. The six-week course begins Feb. 14 at the college training facility near the Sussex County Airport. Tuition is $325 for Delaware residents and $425 for nonresidents.

The course includes class room instruction, field work, and road and city driving. Additional inforrriation imay be had by contacting the college's Office of Student Services. Halt Rules churches throughout the county asking what they were doing to comply with sanitation rules that apply to public eating and drinking establishments. The letter, from the county health department, was a result of complaints some from restaurant owners charging the health department was discriminating in favor of churches and civic organizations by allowing the suppers to be served without proper facilities. The suppers may continue as long as the churches assume "full legal responsibility for any inconvenience or costs resulting from a food-borne epidemic," according to a recent memorandum from John R. Meadows, chief of the state Division of Food Control. A furor arose last May when a letter of inquiry was sent to Contract Expired Sues to Trailer From the Newark Bureau ELKTQN, Cecil County Mobile Home Associa tion has filed a suit In Circuit Court against the county commissioners, asking for review and injunctive relief from recent amendments to the county zoning ordinance. The amendments referred to in the suit include construction trailer permits. That amendment requires an applicant to post a bond in the amount of $500, which would be returned if the construction project is completed within the specified two-year limit of the permit.

The disagreement came dur-ing a meeting of the Planning Commission and City Council, called to discuss the city's zoning ordinance. COUNCILMAN Richard M. Johnson said that no matter how strict the controls are, they wont be strict enough to suit him. Mayor Logan G'rier agreed, saying that trailer parks deteriorate over a period of eight to 10 years -until they are no longer desirable.

He warned that, after a while the city would have a ghetto on its hands, a place with "people on welfare, no jobs (and) a place that could cause the police a lot of trouble." City ordinances make no provisions for mobile homes. The new ordinance would allow them on a minimum of 10 acres of land with no more than six trailers per acre. HEAVY shrubbery would be required around the site to shield it from the surrounding neighborhood. Clayton Kirby, planning commission member, said trailers are necessary for those who can't afford other housing. He said the council has talked about industrial growth and asked, "Where will the people live when they get here?" He added that Milford already has a low-income group, and always will.

"They've got to live somewhere," he said. Boggs Urges Sewer Course From the Washington Bureau WASHINGTON Stn. J. Caleb Boggs, has urged the Environmental Protection Agency not to let budget re straints cancel its program for training sewage treatment plant operators at Delaware State College. He wrote EPA Administrator William D.

Ruckelshaiis that the agency's tentative plan to replace the college course with an on-the-job training program should be dropped or both types of training should be used. Declaring action of the commissioners in passing the amendments "was illegal discriminatory and not made in accordance with provisions to amend the zoning code in Cecil County," the suit asks the court to amend the amendments "to delete the provision for a bond and to prevent collection of such bond." THE attorney general's office, in turn filed a countersuit. No date has been set by Chancery Court to hear either suit.

Both suits were promopted by the General Assembly's reapportionment of Kent County's representative district last year. Levy Court districts, by law, are drawn along the same lines as the representative dis- tricts. When the representative lines were changed, the attorney general ruled that each of the three commissioners now has a substantial con stituency which had no say in his election. Henry told county commissioners on Tuesday he is proceeding with "mounding" at the landfill's high water tables. Reluctance by the state Division Environmental Control to approve an open-pit incinerator at the site prompt- ed the move, he said. By trucking dirt to the landfill or digging pits at the site, trash and garbage can be used to fill ground level, instead of the conventional burial of solid wastes in deep trenches. Henry said the site, eventually, would be ideal for a "soap box" track because of the grading needed td accomplish the mounding at Omar. Council President Richard L.

Timmons said council is considering excavating several large pits at the Omar site that could eventually be man-made ponds. These, he said, might eventually be stocked with fish or used for public swimming. Sussex now has no county parks system, although there are several state parks in the area. Henry said the site is not large enough for a golf course, but could certainly become a small park with bridle paths and other recreational offerings. He said it is almost impossible to tell how long the Omar site will last in a mounding operation, but it could be 20 years before such a recreational facility is possible.

The council has said it has no immediate plans for get- tine into the park business. Henry said he will ask the state Division of Parks for information on how to best use the Omar site for recreation. Returning to more mundane matters, Henry told the council thef mounding operation will temporarily bost between 10 and 15 per cent more per month than conventional means of disposal. The county now spends about $2,300 a month for solid waste disposal. Fischer Hunts for Chess Site REYKJAVIK, Iceland -American chess champion Bobby Fischer flew to Reykjavik today to discuss Iceland's bid to be the site of his world chess title contest with Soviet champion Boris Spassky.

Terry E. Fenwick is being held in the Kent County, jail awaiting a hearing on extradition to Delaware. He is charged with robbery and possession of a firearm during the commission of a felony. According to state police, Fenwick- allegedly robbed Miss Jo Ann Bernier, a clerk in the store, of her purse and then took about $80 from the store's cash register. Police said Fenwick was carrying a small handgun.

Wildcat won the contract in late 1970. The cost of picking up the 40 cubic yard containers, according to the county comptroller's office, is between $1,700 and $2,400 per month depending on the number of pickups made.

During December, Wildcat made 38 pickups and billed the county $1,900. Kent County's bidding law stipulates that an item or service costing more than $630 must go out on a public bid. Yesterday, County Engineer Walter L. Fritz Jr. said that Wildcat had continued through January "on a month-to-month" basis pending word from the Levy Court on wneth-er he could purchase county equipment to do the same job.

He added, however, that "since there has been a question raised about the contract" he would immediately advertise the rebid on the service. County Comptroller A. Richard Barros said yesterday that Wildcat's January business with the county might constitute a violation of the bidding law. He said he would not commit himself on the matter, however, until he had seen the original contract and a January billing from Wildcat.
