By DAVID HATFIELD The Arizona Daily Star There's a reason they call it the ratings game. Once the little "bibles" containing the ratings hit town, each station plays around with the numbers to prove that it has the largest or the best audience.

So now that all of the stations have had a chance to peruse the local ratings, here are some of the reactions of station officials. Ruby, general manager of KVOA, Channel 4, who almost single handedly has turned the local NBC affiliate from a dreary cellar dweller into a force to be reckoned with. All is not lost at Channel 13; it is still a strong force weekday afternoons and on Sunday afternoons, the latter largely because of CBS' "60 Minutes," which is KOLD's highest rated program in the Nielsen ratings Also, the crucial for local advertising dollars half-hour between 6:30 p.m.

and 7 p.m. is still weighted in favor of Channel 13's "To Tell the Truth." But here is where the latest ratings game ploy comes into ploy. It's called demographics and KGUN, Channel 9, has got the technique down to a science. Scott Vaughan, KGUN's general sales manager, is quick to note that in the 6 p.m. to 7 p.m.

hour, when his station shows "Star Trek" weeknights, the overall ratings for young adults is higher than all other stations. Vaughan calls young adults, women and men aged 18 to 49, the "target audience." "That's one reason why you'll never see a Hank Hubbard on one of our newscasts," Vaughan said. "He tends to appeal to viewers in his own age group. They're older people." Vaughan admits there were some problems in news ratings which fell slightly. He says those problems were corrected by changing the station's weather forecaster.

An interesting aspect to what the local station officials have to say about ratings is that they are no longer laughing at independent KZAZ, Channel 11. It's not so much that Channel 11 could knock one of the network affiliates out of the top spot, but the station is managing to siphon some prime time audience away from the big boys. For example, in that 6 p.m. to 7 p.m. hour, Channel ll's reruns of "Emergency" in the first half-hour are second only to "Star Trek" in bringing in the "target audience." Gene Adelstein, KZAZ's general manager, says he was pleased with the station's showing in the ratings, especially in the late afternoon when the network affiliates are showing news and his station counters with entertainment.

If there was a disappointment for Adelstein, he says it is that the "Mary Hartman, Mary Hartman" series, for which he paid a rather high sum for this size city, failed to muster any significant threat to the 10 p.m. newscasts. Other independents in other cities which schedule "Mary Hartman" at the same hour experienced similar disappointment and have gained a promise from producer Norman Lear that the show is being redesigned back to its original idea as more-or-less a soap opera farce iastead of a real soap opera. All of this goes to show one can prove just about anything with numbers. And the ratings game goes on.

Ruby attributes his station's successes to "Eyewitness News" especially the 10 p.m. edition. "Look at the ratings, every Tuesday through Friday night we've got a weak program on from 9 to 10 p.m.," he said in an interview. "And then, all of a sudden at 10 p.m., our rating goes up! That's really something, people are getting up out of the chairs to go over to their television set and tune to Channel 4 for the news.

It's even more amazing when you consider normally a lot of people turn their sets off at 10 o'clock." Ruby, who's been at the station since the summer of 1974, still sees some problems. "I would say if we have one single problem, it is the weakness of NBC in certain time periods," he said. While Ruby finds it hard to conceal his enthusiasm for his station's newscasts and what they've done to improve the local ratings, Paul Plunkett, general manager of KOLD, Channel 13, finds it hard to hide the fact that his station's newscasts have hurt the station's standings in the ratings. Plunkett is also plagued with being a CBS affiliate in a year when that network has fallen out of favor with viewers. But his first priority is doctoring the station's ailing news departments.
