"What's Happening," 7. "Eight Is Enough," 8. "M'A'S'H," 9. "All in the Family" and 10. "Alice." And, "overnight" ratings from New York, Chicago and Los Angeles indicate that the Monday night honors went to NBC's first installment of "Backstairs at the White House," which started at 7 p.m.

with a strong rating and continued to build as the evening progressed. Katharine Hepburn in "The Com Is Green" on CBS also started off with a strong rating an hour later at 8 p.m., then tailed off. And ABC's "Pro Bowl" wasn't even in the running as it consistently ranked third. Returning home. Martha Vasquez is returning as a reporter to KOLD, Channel 13, in two weeks after spending a few months at KOOL-TV in Phoenix.

PASSWORD PLUS SEEK FIND1 05 "Freddie's Friday Fling," NBC bossman Fred Silverman's new Friday night schedule, turned out to be one of the bigger disappointments of the so-called "second season." And the viewers weren't fooled. The new lineup of "Diff'rent Strokes," "Brothers and Sisters," "Turnabout," "Hello, Larry" and "Sweepstakes" will make its second appearance tonight on KVOA, Channel 4. "Diff'rent Strokes," the veteran of the schedule, having been on for nearly three months, is still a terrific way to start the evening. And, young Gary Coleman's acting is improving each week.

The new shows start at 7:30 p.m. with "Brothers and Sisters," NBC's version of the movie "Animal House." "Brothers and Sisters" has some moments of humor in it and seems to have adjusted better to TV than "Delta House," ABC's takeoff of the movie. So, NBC starts off with an enjoyable hour of comedy on Friday nights, but from there it looks like the network is being driven off a cliff. "Turnabout," at 8 p.m., had one very funny moment in its premiere showing last week when the husband, now in his wife's body, wakes up bleary-eyed, goes into the bathroom, flips up the toilet seat and suddenly realizes he is a she. That's it.

That was the only joke in the whole show and it looks like that's all "Turnabout" is going to amount to a one-joke show. The premise is that overnight, a mysterious spell transforms the husband into his wife's body and she, a cosmetics executive, goes into his body. It's one of those things that sounds like a good idea, but if you stop to think for another second, it really isn't. It might make a cute one-shot, made-for-TV movie, but not a series. "Hello, Larry," next on the agenda at 8:30 p.m., finds McLean Stevenson making another attempt at a comedy series.

The guy must be getting real desperate. While he was fine as Col. Blake in "M'A'S'H," his departure and replacement by Harry Morgan was an improvement. Since then, Stevenson seems intent on trying to revive "Father Knows Best," as two of his three tries nave been the domestic situation-comedy formula that marked TV series of the 1950s. His only other effort was in CBS' justifiably short-lived series "In the Beginning" earlier this season, which was not only tasteless, but offensive to many Catholics.

In "Hello, Larry," Stevenson is a divorced radio talk-show host living in Portland (Oregon, I presume) and raising two teen-age daughters. The grabber in last week's premiere was that the older daughter had a boyfriend who was interested in S-E-X. She couldn't approach her father face-to-face on the subject, so she telephoned his talkshow. And, of course, he didn't recognize her voice and this is where the standard "sit-com formula" came in with one predictable unfunny joke after another. And, finally, topping off the evening at 9 is a show called "Sweepstakes," which may win the hard-fought battle as the dullest hour on TV.

For the first half hour, viewers are taken into the lives of three persons who enter a $1 million lottery sweepstakes, then at 9:30, Edd Byrnes (you remember "Kookie" from "77 Sunset awards the big prize, and for the second half hour we observe how it affected the winners and losers. Who cares? The worst part of NBC's new schedule is that I feel guilty for having totally wasted two hours last Friday when I could have been watching Peter Sellers in "The Return of the Pink Panther." I won't be caught in the same predicament tonight. There is some gratification, though, in the ratings for last Friday. "Diff'rent Strokes" was NBC's highest-rated show of the evening, ranking a respectable 27th for the week, but from there it was downhill with "Sweepstakes" ranking a deservedly miserable 59th of 63 shows. Meanwhile CBS new Friday entry "The Dukes of Radio theater to begin WASHINGTON (AP) National Public Radio has announced it will begin a dramatic series in May featuring American literary classics from science fiction to mysteries, as well as some British productions.

"Masterpiece Radio Theater is an important step toward NPR's goal of providing a strong American presence on public radio," NPR President Frank Mankiewicz said. "This new series will provide high-quality radio adaptations of the best in literature, including American classics." The series will feature dramatizations of American literary classics produced by WGBH, Boston, in addition to selections from BBC programs done for airing in Great Britain. Opening the series will be a three-week BBC dramatization of "Anna Karenina." The first season will also include "The House of Mirth" by Edith Wharton, and "Moby Dick" by Herman Melville, both with American casts, produced by WGBH.
