The Emergency Action Notification (EAN) is a message Civil Defense transmits via United Press International and Associated Press wire services to star tions to notify listeners and viewers of a national crisis. The committee said 5.721 stations reported taking no ac tion. One third of the stations not taking action said they did not respond because the EAN was cancelled. Another third said they questioned the validity of the message. Other broadcasters not reactling cited as reasons that the station they were supposed to monitor to verify the message did not make any, announcements, that the was not noticed, that station was off the air at the time, that the equipment had failed or teletypes were out of service.
