McBride of Richardson Park has challenged incumbent Rep. Robert L. Byrd and the Elsmere Democratic machine in the 15th District House pri mary race. He has the support of the 15th District Democratic Committee, run by politicians from his home town of The district includes some of Elsmere, Wilmington, Cleland Heights, Richardson Park and Canby Park. Its vpters are mostly registered Democrats, The Democratic nominee will be chosen in a primary Sept. 9. McBride, a state highway department community liaison officer, is vice chairman of the Conrad Area School Board, which will go out of business when New Castle County school districts are reorganized for desegregation this summer. Byrd is a licensed insurance salesman but doesn't actively work at it.

"I think I've represented the district better than anybody that's been there in a long time," Byrd said. "I'm running on my record." McBride criticized Byrd's recent proposal to lower income tax rates for people whose taxable income exceeds $40,000, "Such a move would penalize middle-income citizens, like those who live in the 15th district," McBride said. "If state revenue is diminished but no provision is made to cut expenses, it will be the man in the middle-income bracket who will be forced to pick up the slack. I support tax cuts, but only if they are made across the board," McBride said. Byrd' sponsored the legislation because of claims that the high-income tax rates have scared new industry away from Delaware.

If the rates are lowered, more jobs might come to the state, Byrd said. The tax revenues brought in by new jobs would offset the lost income from the proposed legislation Byrd said. McBride is a member of the Positive Action Committee. Byrd is not a member of PAC. SAVE $10.
