Moscrip. The Board of Education has decided to inaugurate an aggressive policy in compelling children to attend some school in compliance with the laws of the State of Illinois. At the meeting of the Board last night the matter of appointing a "truant 1 oJBcer was dts- cussed, and It was deemed advisable to appoint an official to look after children who should be in school, and to compel their attendance there. The law requires that the parents of the children be held responsible for their attendance at schools and where there is a failure in compliance with the State laws, the parents are the ies to be held responsible. The "truant" officer was not appointed last night, but a selection of such an official will probably be made at a near date.

The Board also decided to take a census of the children who who are of an age to attend school. The State allowance to the schools of a school district is distributed at a fixed amount per capita, and is based on the number of children in the district. Such a census has.not been taken since 1890 and in that time the number of children has increased without a proportionate Increase in the allowance from the State school fund. The matter of taking the census, both when and by whom, will be considered shortly and the work is to bo thoroughly done. The New England Company Busily Engaged in Making us Proposed Impiovements. Work is being pushed on the new water works improvement near Armstrong's quarry.

A force of 27 men was put at work today and all possible haste is being made to have it well under way before September 16. The work is done in the name of "the Boston Water and Light Oo." The present company's name is "the New England Water Works Oo." Beall Bros are getting out a lot of tools for use in the new improvement: The city has asked for bide for furnishing water for public use from February 1, 1001, when the franchise of the present company expires. It is stated that the and best bidder will be awarded the contract. The New England Company asserts that it will not bid on the contract and the company who accepts the contract and attempts to put iu a new plant, will have a fight on its hands. The fight will be both a legal one, and for the business of all patrons.

If the new company is organized there will be a merry war, and consumers are likely to get water at cheaper rates than they ever dreamed of.
