The consumer advocate told an American Bankers Association Conference here Wednesday that consumers are subsidizing the nation's banks with the money they deposit in their checking accounts, and proposed that "the prime interest rate should absorb the cost of checking account operations, not the depositor. Banks are also getting "subsidies" from government, he charged, in the form of interest-free tax and loan fund deposits. And the Treasury Department has been "grossly negligent'' in not having a "definitive and completely independent" study made of the costs and benefits of this operation, he said. Nader recommended that the federal government place tax and loan accounts with banks "who are in the forefront of social reform." He found fault with the nation's banks on five social 1.

Banks are not putting money collected in a community back into that community. 2. Banks discriminate in granting credit, often discounting a wife's wages in determining family income, and denying credit for business loans to minority groups. 3. Banks get poor marks on fostering humane lending practices.

Nader criticized banking lobbyists for watering-down consumer reforms, and said consumers get a rough deal, too, on stringent credit contracts. 4. Banks are not working to improve the quality of products. Instead of holding consumers to contracts to pay for merchandise that may be faulty, finance agencies should be pressing for "quality and lasting usability built into the products they finance." 5. Banks are not working to improve the legal system by helping create new dispute settling procedures.

No filming was permitted for the third and fourth games, and Fox has said he would not let his contract for movie and TV rights jeopardize the match if Fischer persisted in his opposition. Lothar Schmid, the West German referee of the match, said the organizers of the match would do all they could to meet the American's demands. ''But under the rules," Schmid added, "if he had objections, he had to present them to me within six hours after the last game.

He did not do this." Aides of Fischer and Fox were meeting in New YoVk to seek a solution. Inmates, rob jail BALTIMORE (AP) The city jail is losing money "because we have these thieves working for us," says Warden Hiram L. Schoonfield. "Fifty or sixty inmates who work for us steal faster than you can imagine," Schoonfield told the City Council, saying the use of inmate labor is false economy. "The other day I had a shakedown in one section and I found more than 40 pounds of chicken." By JULIE FLINT REYKJAVIK, Iceland (AP) The Icelandic Chess Federation rejected a list of 13 demands from Bobby Fischer today, raising the possibility of a new hitch in the world chess championship match.

Fischer and Boris Spassky, the Soviet world champion, were scheduled to play their fifth game at 1 p.m. EDT today. The score is now 2V2-IV2 in Spassky's favor, the fourth match Tuesday having ended in a draw. Gudmundur Thorarinsson, president of the host federation, said Fischer delivered his list of new demands Wednesday night. He said they had "not been met." Thorarinsson said the American challenger, who is a late riser, was still asleep and had not been told of the refusal.

The Rev. William LomW-dy, Fischer's second, said he could not say whether Thora-rinsson's refusal would jeopardize the game today. Although many of Fischer's demands were trivial, such as exclusive use of the swimming pool at his hotel, he also asked for "written authority to have film cameras removed from the playing hall" if they disturbed him. Fischer objected during the first game to the three cameras that were to film the match for American promoter Ches High Low Albany, Cldy. 91 74 Albuquerque, Cldy.

The army said at least four guerrillas armed with auto-m a i weapons exchanged more than 500 shots with a handful of soldiers manning an observation post at a Belfast hospital.

The gun battle began shortly after midnight and continued after dawn. During another shootout in a Catholic district of Belfast, stray shots peppered the home of Paddy Devlin, a leader of, the pro-Catholic Social Democratic Labor party.
