April 18. Iff) Sen. Michael J. Mansfield (D Mont) said yesterday any Amer ican intervention in Indochina "might prove to be the start of World War III." Mansfield, a member of the Senate Foreign Relations committee, also said the administration has not kept the committee and Congress fully informed on the situation in Indochina. He spoke before the Cleveland City club forum.

The senator said he felt France should grant full and free independence to Indochina at once. After all, he said, "this is really a war of brother against brother now. Neither the French nor the Americans nor any other nation are going to win it. It will be won by the natives and I hope by a i Communist forces." Mansfield said he does not believe that the answer to the problem is American aid in combat troops or air power. "If we go into Indochina, it is a good bet that Jed China will come in to an even greater extent than it is participating at present.

It is a further bet that Red China would reopen the Avar in Korea. "All of this might prove to be the-start of World War III, particularly if Soviet Russia should back up Red China." Speaking of John Foster Dulles, Mansfield said the Secretary of State has failed to keep his promise to keep the foreign relations committee "abreast of matters."
