(11) Emerald Ball. The taped highlights of the 126th annual Emerald Ball, New York's oldest annual benefit event held at the Waldorf. Astoria Hotel Grand Ballroom on February 18th, are given a whirl here tonight.

(2) Award Theatre. "Operation Petticoat" (1959). Rollicking WW II comedy with Cary Grant as a sub commander who wants in on the action, so he connives with an enterprising supply officer, Tony Curtis, to get the ship in shape. Other ships, romantically speaking, are provided by Joan O'Brien and Dina Merrill, and the fun seldom lets up. Guaranteed laugh-getter.

TV Best The title of this unique tale of contemporary royalty concerns the House of Orange, the ruling family of the Netherlands, whose reigning monarch has been consistently feminine since Queen Wllhel-mlna ascended the throne In 1898. NBC correspondent Aline Saarlnen Is your appropriate on location guide and host for this "Inside" look at the current Queen Juliana's problems with her Independent 20th century daughters. (4) Walt Disney. "The Legend of Young Dick Rur-pin." William Faulk-ner's novel of the steaming awn, iocusea on a young girl's attempt to find a life of her own from the tyrannical rule ol her uncle, Is an absorbing If uneven film. It's held together by some fine moments and excellent performances, particularly from Joanne Woodward, Ethel Waters, Stu-art Whitman and Jack Warden. Yul Brynner is forceful If miscast as the uncle. 10:00. 11:00 (4) The Wacldeat Ship In the Army.

"Brother Love." Enjoyable fare, thanks to an inventive premise and a group of girls. Another Kiwi crew adventure Involves them with lady spies who pose as innocent missionaries. The plot thickens as the Japs imitate the ladles and descend on the girl's Island dressed as Buddhist monks. 10:00 11:00 (11) Open End. "Woman's Worst Enemy?" Five well-known hair stylists and hair dressers address themselves to host David Sus-skind's enigmatic title query tonight er Judah Gribetz, and Rent Strike Leader Jesse Gray are among thee Interviewed In this half hour report (7 )ABC Scope.

"The War In Vietnam." Howard K. Smith's weekly series of reports on the war la Vietnam continues tonight with an analysis of the progress of the war and Its effect on the American public. 8:30 1:30 (2) Secret Agent. "The Man on the Beach." Again, a low-key but generally absorbing thriller finds secret agent John Drake in Jamaica, sent there over the head of the local espionage chief to discover the Identity of a traitor. The resentment of the chief who doubt'a Drake's authority, the appearance of a sultry girl who seems to pop up without provocation, and the disappearance of Drake's real contact add up to suspense.

Powers: The Darkness and the Grace." Fascinating excerpts of the work of Catholic writer J. F. Powers, whose novel "Morte d'Urban" won the National Book Award, illuminate the earthy wisdom, compassion and spiritual honesty of Mr. Powers' Ideas, and the richly colorful prose of his writings. "Privato Fitzgerald, UN." The work of the United Nations soldier, an infrequent subject of review, Is given an Illuminating whirl. Private Fitzgerald of the title refers to a soldier In the Irish Army, who along with several hundred servicemen from Ire land, are part of the seven nation force which patrols the cease firs lines In the beleaguered island of Cyprus. "We don't know what we'll have to work with when we arrive, so none of us can plan ahead. You walk in, size up the lighting possibilities, look at the girl and then begin." Tom Kelly, known for his fam ous shots of Marilyn Monroe, added, "It's the girl who makes the pin-up. I think the pin-up is a dead pigeon, but this girl may bring it back." MLss Moore Cooperates As one picture taker followed another Miss Moore stood, ready to smile, turn, stretch or simply sit and purr like a kitten. One photographer, simply, told Mary to make dancing moves, and he fired away as the actress spun, twilled, dipped and kicked, using all sorts of dancing gestures with her arms and logs. In 10 minutes the man had 80 some odd pictures.

"It pays to shoot fast at time commented Kelly. That fellow took a whole differ ent approach." Waiting his turn, photogra pher Ken Whitmore pointed out that a photographer is only as good as his model. "You can see how professional Mary is. Whitmore remarked, "by all those moves she just made. She knows what her body looks like when she moves, eo she knows exactly what to do.
