Diamond stylus. 488 Tri Foes File Petition In Nyaclc By VIRGINIA PARKHURST Journal-JS'ews Staff Writer Neighbors of the Nyack Hospital made it a bit more difficult last night for the hospital to secure the zoning change It is seeking to build staff housing on a three-acre site on Route 9W. By presenting a petition to the Nyack Board of Trustees, they raised the requirement for approval of the change from a simple majority to four affirmative votes on the five-man board. Nils Mathsen spokesman for the petitioners, noted that village law requires a favorable vote by 75 per cent of the board members for approval of a zoning change after 20 per cent of the area's property owners adjacent area petition for this procedure. Fifty-eight property owners signed the petition.

Mathsen said he had collected the signatures in three hours. He asked, also, whether there might be a conflict of interest in the zoning matter on the part of Mayor Warren Knapp and Trustee Hezekiah Easter. Mathsen said he understood that both are members of the hospital's board of trustees. Knapp and Easter said that they are not trustees, but are members of the hospital corporation, which meets only once a year. The mayor said it had been two years since he had been to a meeting.

The hospital originally had asked lor zoning variances which would have made possible a 10-story building. The board voted 3-2 to deny those variances. Among the grievances which neighbors aired at a public hearing on the request for the zoning change was a parking problem in the area of the hos' Dital. The board last night adopted an amendment to the village parking ordinance under which parking fees will be in creased to 5 cent "-U hour and 10 cents for an hour. Presently rates are one cent for 12 minutes and five cents for an hour.

The new fees will go into effect as soon as the coin boxes in the meter heads can be replaced. It was reported that the northbound entrance to the Thruway at Upper HighAve' cue has been completed and that it should be open to traffic early next month.
