(JP) Alberto Ascari of Italy won the 263-mile British Grand Prix race for the second straight year today, whirling around the old Aerodrome track at an av erage speed of 92.97 miles an hour before a crowd of 100,000. His victory in the 90-lap race all but clinched his second straight world driving title. He now has 36 points with four races to go, and his closest pursuers, Froilan Gonzalez of. Argentina and Mike Hawthorn of England, have only 16. Ascari, driving a Ferrari, led all the way and lapped every other driver except second place finisher Juan Fangio of Argentina.

Fangio, driving a Maserati, averaged 92.43 miles an hour for the grind. Giuseppe Farina of Italy was third. Gonzalez fourth and Hawthorn fifth. NCAA Violations Get Added Investigations CHICAGO, July 1 fn The National Collegiate Athletic Association membership committee will need an extra day to wind up its secret study of nine schools charged with athletic policy violations. The committee, originally scheduled to adjourn today, said it will continue its session tomorrow making three days in all. Dean Ah Kirwan and Athletic Director Bernie Shivly of Ken tucky were in Chicago, touching off specuation that the committee would review the case of Kentucky's suspension by the NCAA last year. "We have no comment whatsoever on any case coming up before the committee," Walter Byers, NCAA executive director said. "A statement will be issued tomorrow.

The committee's study, however, is confidential. It's findings will be submitted to the NCAA council which meets in Chicago Aug. 15-17."
