Opinion Given To President WASHINGTON (AP) -State Department officials said Saturday it has recommended to the White House that the United States recognize Bangladesh as a new nation. The decision was to be up to President Nixon, who has shown no butt to far In announcing U.S. recongltion of the former east wing of Pakistan which broke away In the December India-Pakistan war. However the step has been held up pending broader ad ministration review of the South Asia situation la the wake of the 1971 conflict. Meanwhile, President Zulfl-kar AH Bhutto of Pakistan said Saturday there is no chance now of his going to New Delhi for peace talks with Prime Minister Indira Gandhi. He accused India of failing to live up to its obligations to protect 94,000 Pakistani war prisoners held captive there. He told a news conference that Bangladesh's plan to try members of the Pakistani armed forces on war crimes charges was a threat to a peace settlement But at the same time Bhutto indicated willingness to talk to India. He countered an Indian suggestion to hold peace talks at lower official levels by suggesting that officials of the two governments meet to work out plans simultaneously with a conference between himself and Mrs.
