Tut silver wedding of President and Sirs. Hayes, last Monday evening, Is universally regarded sj one of the pleasantest occasions that ever transpired at the White Douse. Tnu Maryland Court of Appeals has decided that a colored citizen of Maryland, be admitted to practice law in that Stale, and that the Fourteenth Amendment has no -application, and the Legislature alcce has the power to regulate the matter. THE letter of W. E.

Chandler lias inspired certain well-known Democratic politicians, of New York, to declare that Lnat National Democratic commltteee ought to call upon the Democrats mentioned by Chandler tc explain their ''bargain with Eayes." Tns St. Louis Republican's Washington special notes the probability that the bill appropriating forty-five millions for the improvement of the levees of the lower iiississippi river will not ha reported to Cdogress this session, but that the com- aittee hating the bill ia charge will recommend in its the passage of Mr. Batcher's till appropriating about apportioned to the various states concerned. War Notes- note lo Russia is a enbject.cf comment throughout general Vurope, anl it is regarded as placing England in a position where a failure to secure peace will involve her iu war or result in her humiliation. The London gives expression to the universal sentiment as follows: "To put the matter more shortly a refusal en the part of Russia, to conclude peace at the present crisis must lead to intervention by England, and intervention means Ia Asia iloakhttr hsa retired from Eneroum with 4,000 men, leaving llaski Pasba ia command, find haa been recalled to Coasinntinople, This probably mcaas that Armenia is to be abandoned.

begins to appear that England has a decided policy of her own touihtng ilic European, war. She has been a little about asking known her Intentions, bat it is now pretty well understood that sue have a voice in the settlement of tl.e diGcnlty, if she has to fight for it. President Hayes. J3 no denying the fact but that the CLaaiiL-r ietier is the political sensation at the present time, and 'if what he charges it looks very bad for both Kepub- a-1 Democrats who were engaged in the settlement which placed Mr. Hayes tie PreiiJentUI chair.

Xeither Mr. esncr Lis friends can permit, be they I.e^uLUcaLS cr Democrats, the charges to 03 that would be equiva- to a cDcfctfion of guilt A large of the people of this country have never lek entirely satisfied with the pro- nhich placed him in the Presi- chair, and if the charges made by Mr. CLandler, are not true, remain improved, they will Jiave the same effect before the country as if they were trne. Tee parties implicated must clear their beyocd nil doubt, or they will here- aftir be politically dead, and we don't think its mass of the P-epublicans will longer follow the lead of on administration conceived in such sin and iniquity as is now charged against this. In response to invitations issued last week, a large company of friends of Eev. D. T. Morrill, pastor of the Baptist church, gathered in the vestry of the church, last evening, to congratulate himself and wife on the twenty.fifth anniversary of their marriage. The company was large and comprised, in addiMon to a liberal repre' ientation of the church people, numerous friends from Alton and St.

Loais, in which latter place Mr. and Mrs. Morrill were for several years resident. The exercises comprised, a prayer by Dr. G.

J. Johnson; poem, by Mr. E. A. Skeeie; original paera, by David Merrill, second son of the bride and groom, and addresses by Drs.

ICendricke, Bulkley and Johnson; and Mr. A. J. Conant. Following these exercises the noble groom and his blushing bride, attended by their eight children, received the congratulations of their friends, and soon'attention was directed to a tempting outlay of sandwiches, cake, colfee, to which all paid their compliments, and after a sociable of an hour or so the party dispersed.

A spirit of good will pervaded the company and ell seemed to unite in the wish that many happy returns of the Sis of December, maybe enjoyed by Pastor Pastoress Morrill. The presents, though rich, were not very numerous, the majority of the friends preferring to contribute to the purse of silver dollars. We noticed a silver tea service from friends in the church; butterdish, Mrs. H. C.

Jt is thought that a carefully prepared int-cme tax bill cculd be easily pae-tJ, DB it would receive very general suj.pcrt from the Western members, and JtJuco the tai on tobacco and one cr two other internal revenue taxes, and relieve tbe West. We have always held that an income tax, was the most just tax that coal! CB it taxes those who are able- to pay the taxes and bear the burdens of the government, aad reaches ilia utulth of the country.

If a person invests hia capital in non-taxable bocds.cnd his income is over a certain nmount, be iaj to pay a tax on it, but under the -irtsent system be enjoys the protection of Ibe government, but bears cone of its burdens; while the individual who invests his capital in other pursuits bears all Ibe burden of supporting the government. Another reason why we think It a just tax is, that it imposes the burden on those who have been fortunate enough to have made enms of money durfng: the year for which the tax ia posed, and are able to pay taxes, while the unfortunate ones, who have made nothing during the time, are relieved. i Louis; elegant bouquet holder, Mr. and SL Mrs. L.
