This, then, is clear "ease of contempt of court and defiance of law on the part of the Mayor and the majority of the Council. Should they strike a spade into any one of the streets the improvement of which has been enjoined, before provision is made for the payment thereof, they would be liable to arrest and imprisonment as well as the workmen whom they employed. It is not likely, therefore, that they will attempt committing the overt act before the close of the present fiscal year, as the injunction does not hold good beyond that period. But that a majority of our Common Council should thus openly set the example of defying the law, and thus publicly express their contempt for the decision of a legally constituted court, is to be lamented by all good citizens. If our city law-makers appear before the public in the capacity of law-breakers, (in spirit, at least, if not in overt act), what respect do they expect will be paid by the common people to the ordinances enacted by themselves Our friends in the country be glad to learn that we have agencies for the Domestic in Hunker Hill, Edwardsville, and The petition of Geo.

Noonan offered the following, to wit: Resolved, That the Mayor committee on Fire Department be, and is hereby instructed to organize a paid Fire Department, not to exceed twenty-five men, who shall not receive more than $25 per month. Cbouteau, on Monday, by the Mayor, to act as City Assessor until his successor is elected in Septem-: her, was made at rather a late day. He should have been appointed and confirmed, as well as a City Collector, immediately after the passage of the law, which went into effect April li-jth, in which case a city assessment could have been made for 1873, and taxes collected by our own officers instead of by tbe Sheriff, li is now too late to makea city assessment tor is the revenue law provides that such as; lessment must be made between tlie first of May anil first of July. Owing to this delay, therefore, our city finances will remain under the control of the Oounty Court until next year, when, had our city authorities acted promptly, we could, at Iho present time, have full cuntrul of our local finances, and bo restored to our former status as an incorporated city, possessed of chartered rights. In proof of the correctness of all the above assertions, we publish the text of the law in question An Act in regard to assessors and collectors of city taxes in incorporated cities. Sao.

1. Be it enacted by the 1'eople of of the Slate of Illinois, represented in the General Assembly, That in all incorporated cities in this State which now have or may hereafter be vested with power to make an assessment of property for taxation for city purposes, and in which there is or may be no city assessor authorized to make such assessment, aad no city collector authorized to collect city taxes levied by any such city, it shall be and may be lawful for the Mayor of-any such city to appoint, by and with tbe consent of the legislative authority thereof, a city assessor and city collector, who shall hold office until a city assessor and city collector for such city may be elected and qualified in the manner provided by law: and such.city assessor and city collector so ajjpointecL. shall perform like duties, have like powers and give like bonds as provided by law in regard to such officers when elected by the people. It being important that all incorporated cities in this-State should have power to proceed with the assessment and collection of their taxes at as early a date as practicable, an emergency has arisen requiring thls'act to take effect immediately; therefore, this' act shall be in force from and after its passage.
