The borough then showed it wasn't bluffing. It closed the road. State Police tried to stop workmen, but Mayor Charles Saunders ordered the digging continued.

south to Washington are being stopped. Smart drivers, however, use the new expressways that bypass the town. The traffic headache erupted over a dispute between the borough of 14,000 population and the state over who should fix the road and when. DARBY. Pa.

(AP) This small borough outside Philadelphia has purposely created a traffic jam by closing Main Street. One by one the old cobblestones are being dug up. And one by one the cars and trucks that use it to go north to metropolitan Philadelphia and "They (the police) had no warrant and no injunction, so they were out of line, so far as I was concerned," Saunders said. Council President William Gibson said. "We're hoping to force either SEPTA (Southeastern Pennsylvania Transportation Authority) or the state department of transportation to take over the job." SEPTA is literally caught in the middle, since its trolleys ride the rails down Main Street.

SEPTA chairman James McConnon said the authority had to rely on a court injunc mated. But McConnon said SEPTA isn't responsible for fixing the streets along which its trolleys run and isn't about to pay the bill. Darby is no stranger to squabbles with bigger official fish, however. Last September it declared itself bankrupt and asked the state to name a receiver to run the borough. "I don't know what the state can do about it," Gov.

Milton Shapp said at the time. Later he helped the borough get court permission to float a bond issue to meet its debts and payroll. along Main Street. "To cut trolley service through Darby would force riders to use their automo-biles, overloading the borough's streets and making the problem worse. "McConnon said.

Jacob Kassab. state transportation secretary, said, "It's a matter of sitting down and resolving a disagreement." Kassab said the squabble goes back 45 years to 1927 when SEPTA'S predecessor, the now defunct Philadelphia Transportation paid Darby $150,000 to keep the street in repair. WE HAVE ALL KINDS fi Landscape service LOS ANGELES (AP) Billionaire industrialist Howard Hughes is accused in a $51 million damage suit of slandering Noah Dietrich, his 83-year-old biographer and former aide.

It was the second slander suit filed as the result of a televised news conference last January in which a voice identified as Hughes said of an associate: "He's a no-good, dishonest son-of-a-bitch and he stole me blind." Dietrich's suit, filed Thursday in Superior Court, alleged that Hughes made the statement about another associate and likened Dietrich to that individual. In February, Robert A. Ma-heu, who was fired by Hughes as the head of Hughes' Nevada gambling and hotel empire, filed a $17.5 million libel and slander suit claiming the statement referred to him. Also named as defendants were Hughes Tool parent organization of the Hughes empire; the public relations firm of Carl Byoir Associates; and Richard Hannah, a Byoir account executive. Hannah said there would be no comment because he had not seen the suit.

The public relations firm arranged the February conference with seven newsmen in Los Angeles while Hughes was in the Bahamas, in which Hughes denied the authenticity of a so-called autobiography ANY SIZE LARGE OR SMALL ESTIMATES FREE POOL CLEANING ROBOT Automatically cleans pool bottom, of dirt CAU FOR OEMOMSTRATION POMRfTE" 356-5462 Fischer confronts Spassky, right, at drawing Tourney Tuesday, Spassky's move Sample cold cures ineffective pleads illness and gets another postponement. Swiss funds pact stymied The proposed U.S.-Swiss treaty that the Nixon administration considers a vital weapon against organized crime has run into stiff new opposition from influential Swiss banking and industrial circles. It is now certain to be delayed until next year, and speculation is growing that it may never take effect.

After four years of negotiations, officials of the two governments agreed last December on the draft of a complex "judicial assistance treaty," more than 100 pages long, that would help U.S. investigators collect evidence in Switzerland and track down funds deposited by American suspects in secrecy-protected Swiss bank accounts. American sources concede that Swiss officials in several meetings made all-out efforts to win industry and banking support. But they have run into renewed resistance since spring, and one influential industry source said today the draft is still "completely unacceptable." He said Swiss business wants new talks next year. WASHINGTON (AP) The National Academy of Sciences accepts less than 10 per cent of effectiveness claims made for a representative sampling of 27 nonprescription cold remedies.

Among popular over-the-counter (OTC) compounds rated ineffective in a report released today is Coricidin cold tablets, manufactured by Schering Corp. of Bloomfield, N.J. Contac sustained-release capsules, made by Menley James Laboratories of Philadelphia, were judged possibly effective, meaning there is no evidence that they work 12 hours against cold congestion. Among 45 effectiveness claims for the cold remedies evaluated, the academy's Na-t i a 1 Research Council judged four as effective, eight ineffective as fixed combinations, five effective with reservations, 15 possibly effective and 13 probably effective. Rated effective without reservation were Isophrin nose drops for nasal congestion; Fedrazil for hay fever; and Chlorephrine Nyscaps for hay-fever nasal congestion and as a time-release capsule.

At the request of the Food and Drug Administration, NAS studied 420 OTC drugs as part of an effectiveness review of about 3.000 prescription drugs. "The 27 products are broadly representative of cold preparations on the market since most are similar in composition to the drugs studied," the FDA said in releasing the data. Free market choice West German Chancellor Willy Brandt has picked Defense Minister Helmut Schmidt to replace Earl Schiller as economics and finance minister. Bonn government sources say. Schiller, a free-marketer, resigned after the Cabinet last week adopted moderate restraints on the inflow of foreign currency.

Schiller said this would lead to the extensive controls favored by France and other European countries. Brandt accepted the resignation Thursday. The 53-year-old Schmidt is a popular figure and is considered by many observers to be the Cabinet member most capable of handling the dual posts of economics and finance minister during campaign time. Rainmaking attempt RENT-A-CAR From The Central Intelligence Agency has tried rainmaking over the Ho Chi Minh trail of Southern Laos but with only in different results, military sources report.

The CIA declined comment on the reports, which indicated the experiments were conducted in past dry seasons along with other U.S. efforts to hinder supply-truck movements from North Vietnam to communist troops in South Vietnam and Cambodia. The sources hinted the CIA's operations, which presumably involved seeding clouds with silver-iodide crystals or other compounds, were carried out by the CIA's own aircraft and by Air Force planes assigned to work with the agency.
