Dumas, 73, of 22 Cor-drey Road, Newark, died Tuesday at the Delaware Division of injuries received in an auto accident Sept. 14 in Chestertown, Md.

Mr. Dumas was a machinist, last working as a tool and die maker for the Slocomb Co. on Airport Road before retiring in 1964. He is survived by his wife, Ruth six sons, Edward Norman Jr. of West Haven, Robert E.

of Foxboro, Richard W. of Miami, Eugene R. of Bara-boo. Brian N. of Newport and David A.

of Milford; nine daughters, Bernice Charron of West Haven, Wilma Mills of Lynn, Edna Hunt of Foxboro, Joyce Cote of Berkshire, Patricia Bishop of Geneva, N.Y., Gail Engley of Mansfield, Carole Sweet of Houston; Mary Domanski of Newark and Sandra Wojciechowski of Newport; 51 grandchildren and 11 great-grandchildren. Services will be Saturday afternoon at 1 at the Berry Funeral Home, Main Street, Felton, where friends may call earlier. Burial will be in Mt. Olive Cemetery, Sandtown. Hilda K.

O'Neal ST. GEORGES Hilda Kumpel O'Neal, 76, of 42 Du Pont Parkway, St. Georges, died yesterday at home after an apparent heart attack. Mrs. O'Neal was born in Port Penn and lived there until 1968 when she moved to St.

Georges to live with her daughter. She was married to Leroy O'Neal, who died in 1956. She is survived by a daughter, Mrs. Robert D. Swan with whom she lived, by two grandchildren and two great-grandsons.

Funeral services will be Saturday morning at 11 at the Spicer-Mullikin Funeral Home, Clinton and Henry streets, Delaware City. Burial will be at Hickory Grove Cemetery near Port Penn. Friends may call at the funeral home tomorrow evening after 7. Instead of flowers, contributions may be made to the First Presbyterian Church of Port Penn. Fourteen winners have been selected from 211 applicants in Wilmington's 11th homesteading lottery.

a The winners must renovate the homes within 18 months and occupy them for three years before getting an unconditional title. Dan A. Muterspaw, director of the city homesteading program, said 55 applicants sought one of the properties. 907 W. 25th which was won by Pamela Rothschild of Swarthmore, Pa.

The winners were chosen last Wednesday but administration officials did not make the names public until yesterday. Muterspaw said some of the winners, all of whom were notified last week of their property awards, already had begun work on their house renovations over the weekend. The homesteading program, begun in 1973, has awarded 88 city properties of various size and condition. Muterspaw said the next lottery drawing date will depend on how swiftly the current homesteaders act to bring their properties up to city code standards. He said 58 of the 88 awarded houses are now occupied, but only Sarah E.

Howard Sarah E. Kelly Howard, 59, of 7507 Gov. Printz Claymont, died Tuesday in Riverside Hospital after a long illness. Mrs. Howard was a clothing matcher for Wiltex 9 Vandev-er from 1958 to 1968.

She was an officer of the ladies auxiliary of Hall Burke Post No. 5447, Veterans of Foreign Wars. She is survived by her husband, Frederick two stepdaughters, Jeanette Welsh of Wilmington and Jean Petillo of Brookhaven, and four grandchildren. Services will be Monday afternoon at 1 at the Robert Moreland Funeral Home, Ninth and Main streets, Trainer, where the viewing will be Sunday night. Burial will be in Lawn Croft Cemetery, Linwood, Pa.

Cleveland Bailey, 67, of Cecilton, died Wednesday at the Veterans Administration Medical Center in Perry Point, after a long illness. Mr. Bailey was a retired carpenter. His wife, Margaret, died several years ago. There are no immediate survivors.

Goodrich David R. Goodrich, 60, of 1108 Grinnell Road, Green Acres, died yesterday in Delaware Division after a long illness. Mr. Goodrich was a project engineer at the Du Pont Chestnut Run facility. He worked for Du Pont for 42 years.

O'Rourke, S3, the wife of Delaware's secretary of public safety, died yesterday at her home, 402 Hawthorne Drive, Brandywine Hills, after an illness of six months. She moved to Delaware from New York with her family 10 years ago when her husband, William J. O'Rourke, was named Wilmington's commissioner of public safety.

In addition to her husband, Mrs. O'Rourke is survived by a son, Kevin P. O'Rourke of Harrisburg. three daughters, Elizabeth Ann Sweet of Chadds Ford, Kathleen 0. Patton of Owings Mills, and Jacqueline at and a 'brother, James P.

Helen S. Forwood Helen S- Forwood, 74, of Edge-water, Md formerly of Wilmington, died of cancer yesterday in Prince Georges General Hospital, Cheverly.Md. Mrs. Forwood retired as a clerk from the Wilmington Post Office about 14 years ago and moved to Daytona Beach, Fla. She moved to Edgewater in June.

Her husband, Alfred M. "Ted" Forwood, died in 1955. She is survived by a brother, Charles Saunders of Rehobbth Beach, nd three sisters, Ida S. Phares of Chester, Reba S. Dukes of Wilmington and Mae S.

Elliott of Milford. Services will be tomorrow afternoon at 2 at the Chandler Funeral Home, 2506 Concord Pike, Sharp-ley, where the viewing will be at noon. Burial will be in Gracelawn Memorial Park. William T. Bamber William T.

Bamber a former Newport resident, died at his home in Phoenix, on Sept. 30 after a brief illness. He was 44. Mr. Bamber had been employed at the Du Pont Co.

Newport plant for 15 years before moving to Phoenix in 1968. He is survived by his wife, Dottie a son, William Todd Bamber III; a daughter, Donna Mobilia; a stepson, Lewis Ortez, all of Phoenix; his parents, William T. and Geneva M. Bamber of Wilmington; and a brother, Robert D. also of Wilmington.

Willing GEORGETOWN Mildred Stoeckel Willing, 62, of Stockley, died yesterday at Milford Memorial Hospital, Milford, after a long illness. Mrs. Willing was a retired nurse. She is survived by a sister, Dorothy T. Holloway, with whom she lived, and a brother, George H.

Sartin ST. GEORGES Paul F. Sar-tin, 69, of near St. Georges, died Tuesday in Union Hospital, Elkton, after a long illness. Mr.

Sartin was a retired farmer. He is survived by his mother, Sadie E. Sartin of St. Georges; a brother, Earl K. of St.

Georges; and three sisters, Frances M. Jordan of Chesapeake City, Clara J. Sartin of St. Georges and Mary A. Butler of Newark.
