Sam Goddard of Arizona and officials of two other states plan to meet on the South Rim of the Grand Canyon to discuss a possible antipoverty program for the Colorado Plateau. This was disclosed Tuesday by Glen M. Hatch, administrative assistant to Gov. Calvin L. Rampton of Utah.
