Gemayel, whose army has been splintered by Syrian-supported Druse and Shiite Moslem rebels, has not visited Syria since he assumed power in September 1982. Beirut newspapers said the trip would underscore "a final resolve" by the Gemayel government to scrap Lebanon's May 17 troop withdrawal pact with Israel. Syria and its Lebanese anti-government allies have been demanding cancellation of the accord as a precondition for reconciliation talkes to end Lebanon's almost nine-year-old civil war and form a national coalition cabinet.

There have been numerous reports that Gemayel would annul the accord with Israel, but he has delayed action because of objections by some of his Christian allies. The agreement calls for the withdrawal of Israeli troops from Lebanon. It never went into effect because Israel stipulated it would pull out its troops only if there was a simultaneous withdrawal of Syrian forces. Syria refused to agree. A diplomatic source in Washington said the Gemayel-Assad summit became virtually inevitable when Gemayel was turned down last week in an appeal to the Reagan administration for U.S.
