Ntwport Mtrcury, Friday, January 31,1975 Officer from Bolivia attends War College Monday, January 27 For the first time a Bolivian officer is a student at the Naval War College. He is among the 21 specially selected middle grade international officers who today began the sixth class of a five- month Naval Staff Course at the college. Australia, Korea, Mexico and Pakistan are newly represented in the Staff Course, making a total of 35 countries sending representatives to it during its less than three-year existence. Vice Adm. Julien J.

LeBourgeois, War College president, this morning welcomed the new class of navy lieutenant commanders and lieutenants, one from each maritime country. Other countries represented in the sixth class include Canada, Germany, Ghana, Dora Beebe Monday, January 27 Dora Lee Anne Beebe, 11, of Oil City, a former Portsmouth resident, died yesterday afternoon at Children's Hospital in Pittsburgh of injuries received Friday when she was hit by a car on Route 257 near Oil City. She was the daughter of Senior Chief Operations Specialist George Beebe, USN, and Mrs. Anna Beebe. Miss Beebe and her family had resided at 222 Warden Portsmouth, until last month when they moved to Oil City.

While here, she attended the Portsmouth Middle School and was a member of Girl Scout Troop 753. She was born in San Francisco June 15,1963. Besides her parents, she leaves two brothers, Thomas John Beebe and George William Beebe, both living at home; her maternal grandparents, Mr. and Mrs. Samuel Speerstra of Oil City; her paternal grandparents, Mrs.

Paul Park of Beverly, and Charles William Beebe of Houston, and her paternal great- grandparents, Mrs. Elizabeth Rembold of Franklin, and Charles C. Beebe of Emlenton, Pa. Paskle Flack Friday, January 24 Paskle M. Flack, 91, of 15 Harrison a retired master sergeant of the Army, died this morning in Newport Hospital after a brief Illness.

In 1904, Mr. Flack enlisted in the Army and was stationed at Fort Bragg, N.C. Later he came to Newport where he was stationed at Fort Adams. During his military career, he served in Hawaii and the Phillipines. He retired in 1934.

Mr. Flack, better known as "Pops," became an honorary member of the Newport Casino for his efforts in promoting tennis in Newport. He was active in sports. He was born in Forest City, N.C., July 11,1883, son of Rufus and Josephine Flack. He was the husband of the late Mrs.

Annie Crowley Flack. Surviving are a son, Paskle P. Flack, with whom he lived, three grandchildren, Miss Patricia A. Flack, Miss Kathleen A. Flack, and Mrs.

James McEvoy, all of Newport; a sister, Mrs. Winifred Webb; two brothers, Goode Flack and Adam Flack, all of Forest City, and a great grandson. Mrs. Armstrong Tuesday, January 28 Mrs. Amelia B.

Armstrong, 96, formerly of 31 Lewelyn Road, Stamford, and a former resident of Newport, where she lived for many years, died yesterday in the Smith House Nursing Home in Stamford. Mrs. Armstrong was born in Askersund, Sweden, June 18, 1878, daughter of Mr. and Mrs. Ellas Backlund.

The course is designed to assist these middle grade officers in learning the skills required of staff officers in order to prepare them for increased responsibilities in their own navies.

The emphasis is on the naval decision-making and planning process. This is the second international resident course offered by the Naval War College. The college has had a 10-month Naval Command College for senior officers in the ranks of captain and commander since 1956. Heading the five-month course is Capt. Jack Q.

Quinn, USN, who has a staff of six U.S. officers and three civilian employes. Dr. Commette Monday, January 27 Dr. Joseph P.

Commette of 63 Baker Beverly, a native of Newport and a retired member of the Beverly Hospital staff, died yesterday at the age' of 62. In 1933, Dr. Commette was graduated from Manhattan College in New York. He was editor of the college yearbook and was class president. He was an honor graduate of Boston University Medical School in 1938 and did post graduate work at Columbia University.

He was head of the Obstetrical Department of Beverly Hospital for many years until his retirement in 1972. Dr. Commette was a member of the American Medical Association, the Essex South Medical Association and was a Fellow of Obstetrics and Gynocology and a member of Salem Country Club. He was born Sept. 22,1912.

He was the husband of Mrs. Pauline H. Commette. Besides his wife, he leaves four sons, Dr. Joseph P.

Commette Jr. of the Navy, Dr. James A. Commette of New Haven, William Commette and David Commette, both of Beverly; three sisters, Mrs. Pauline Francis of Willimantic, Miss Beatrice Commette and Marie Commette both of Newport; two brothers, Albert S.

Commette of New Jersey and Dr. Francis S. Commette of Rhode Island, four grandchildren, nieces and nephews. Harold Mumford Wednesday, January 29 Harold R. Mumford, 73, of 11 Boughton Road, a retired postal carrier, died this morning at Newport Hospital after a long illness.

He worked at the Post Office for 33 years until his retirement in 1957. Later he was a custodian for the former Miss Ceilings School on Rhode Island Avenue. Through the years he also was a self-employed painter. Mr. Mumford was a past treasuer of the Letter Carriers Association and was a member of the Letter Carriers Relief Association.

He was born Sept. 5,1901, son of Louis R. and Lillian Barker Mumford. He was a descendant of Thomas Mumford, an early Rhode Island settler. He leaves his wife, Mrs.

Rose Carreau Mumford; a son, Bruce A. Mumford of Newport; two grandchildren and nieces and nephews. Mrs. L. Cirillo Tuesday, January 28 Mrs.

Catherine C. Cirillo, 70, of 16 Howard a retired matron at the Naval Supply Center, died this morning in the Grand Islander Health Care Center in Middletown. She retired in 1967 after 15 years of federal service. In World War II, Mrs. Cirillo was an inspector at the Naval Torpedo Station.

Before that she was a sales clerk for several Newport stores. She was a member of the American Association of Retired Persons. Mrs. Cirillo was born in Newport daughter of Ernest and Emilia Russo D'Andrea. She was the widow of Louis Cirillo, who died in 1952.

She leaves a sister, Mrs. Mary L. Barry of Newport; two brothers, Ernest F. D'Andrea and Donate F. D'Andrea of Newport; and seven nieces and a nephew, Donate A.

D'Andrea, a member of the School Committee. 1 R.L Marine Trades to honor local doctor RENOVATION OF LONG WHARF PUMPING STATION is underway as workers prepare excavation for two new units to be installed. At left, foundation for mechanically cleaned bar rack, which will remove large solids from sewage. Sewage will then flow into grit chamber, to be built at right, where other solids will settle and be removed. Aeration will be provided in grit chamber through compressed air defuser pipes to increase oxygen content of material.

From grit chambers, material will go into existing wet wells behind wall that holds sewage for processing in pumping station. Existing pumps will be replaced by three 10-million-gallon-a-day pumps. Project, costing about $1.5 million, is expected to be completed in about a year (Hopf Photo) Tuesday, January 28 State judge upsets Pilot Commission Tuesday, January 28 A Superior Court judge in Providence yesterday ordered the state Pilotage Commission to issue a license to another Newport-based ship pilot, thereby reversing the commission for the second time in two weeks. Judge Ronald Lagueux ordered the commission to license Arthur L. Duffy an employe of the Federal Pilots Association at 282 Thames St.

Maj. Bandura Wednesday, January 29 Maj. William H. Bandura of Norfolk, and father of Mrs. Bert A.

Dickinson Jr. of Cole Street, Jamestown, died Jan. 21 in the Naval Hospital in Portsmouth, Va. after a short illness. He was a frequent visitor to Jamestown.

Maj. Bandura was a pilot during World War II and the Korean War. In World War II he was a Hight officer and served in Alaska and in Germany when he participated in the Berlin Airlift. He received the Air Force Commendation Medal while serving as aircraft commander and instructor pilot for the Third Strategic Support Squadron. After his retirement from the Air Force, he was employed by the Federal Aeronantics Administration in Leesburg, and later he was supervisor of the Fleet Naval Weather Air Station in Norfolk until his retirement in 1973.

Maj. Bandura was a member of the Norfolk chapter of Military Order of World Wars. He was born in Brooklyn, N.Y., on July 18, 1924, son of Mary Fitch Bandura, now of Norfolk, and the late Navy Lt. Oscar F. Bandura.

Besides his mother and daughter, he leaves three sons, William H. Bandura Jr. of Laurel, James Bandura and Charles Bandura of Edgewater, a sister, Mrs. Elizabeth F. Nile of Norfolk, and four grandchildren.

On Jan. 16, Judge Lagueux ordered the commission to issue a license to Carl T. Ohrn who also works for Federal Pilots. in its original denial of a license to Duffy, the commission refused to license him when it ruled he lacked the Mary Kiernan Thursday, January 23 Miss Mary Katherine Kiernan, 64, of 52 Berkeley a retired drafting supervisor at the Naval Underwater Systems Center, died Tuesday at Newport Hospital after a long illness. She retired last year.

Miss Kiernan was a graduate of the R.I. School of Design. She was born Jan. 16,1911, in Newport, daughter of Edward and Catherine Nolan Kiernan. She leaves several Manuel Alvanas Wednesday, January 29 Manuel Alvanas 66, of 82 Jepson Lane, Portsmouth, a retired truck driver for Peckham Brothers in Middletown, died this morning at Newport Hospital after a brief illness.

He worked for the Peckham Brothers for 26 years until his retirement in 1973. A lifelong resident of Portsmouth, he was a communicant of St. Barnabas Church there. Mr. Alvanas was born March 8,1908, son of Manuel Alvanas Sr.

and Mary Bettencourt Alvanas. He was the husband of Mrs. Mary Raposa Alvanas. Besides his wife, he leaves a step-mother, Mrs. Lena Medeiros Alvanas of Portsmouth; three sons, Manuel Alvanas, Frank Alvanas, and Stephen F.

Alvanas, a student of Wentworth Institute in Boston, all of Portsmouth; a daughter, Mrs. Josephine Tiffault of Middletown; two brothers, Jack Alvanas of Boston and Antone Alvanas of Tiverton; a stepbrother, Daniel Alvanas of Portsmouth; a sister, Mrs. Mary Rapoza of Tiverton; and nine grandchildren. character and skill required. The commission said he did not meet its residence requirements, and that a federal license he holds does not cover waters through which he would have to navigate to bring ships into the bay.

The judge struck down the residence requirement when he ruled on the Ohrn case. Residence was the only issue there. The judge ruled against the commission on all its other William Gibbons Saturday, January 25 William W. Gibbons, 62, of Festival Field Apartments died yesterday at Newport Hospital. He was employed here as a painter for about 35 years by local contractors.

He was born in Westerly Nov. 1, 1912, a son of Walter and Mary Hopkins Gibbons. Mr. Gibbons leaves a son, George Gibbons of Newport, three brothers, Floyd Gibbons of Boston, Clifford Gibbons of New York City and Everett Gibbons of Warwick, Two sisters, Mrs. Cecelia Davis and Mrs.

Grace Kwelkowski, both of Providence, and nephews and nieces. Nathan Sacher Monday, January 27 Nathan Sacher, 81, of 447 Broadway, a resident of Newport for many years, died this morning at St. Joseph's Hospital in Providence. Mr. Sacher came to Newport as one of the first owners of a shoe business and for 25 years was proprietor of Sacher's Liquor Mart on Washington Square.

He retired five years ago. He was a member of B'nai B'rith, Touro Synagogue and the American Legion. He was an army veteran of World War I. He was born in Boston and the husband of Mrs. Lottie Podart Sacher.

Besides his wife, he leaves two sisters, Mrs. Fay Rudiman and Mrs. Bessie Sack- mary, both of the New York area. findings with respect to Duffy. The judge said, "There is no evidence in this record that Duffy was ever engaged in criminal activity of the kind required to establish bad character." Chad A.

Kerwin Thursday, January 23 Chad Austin Kerwin, son of Boatswain's Mate 3.C. and Mrs. Jack L. Kerwin (Dolores Martin) of 37 Ranger Road, died Jan. 20 at Rhode Island Hospital in Providence.

The infant, whose father is assigned to the oiler Calposahatchee, was born here Jan. 16 at the Naval Regional Medical Center and was transferred to the Providence hospital Jan. 18. Besides his parents, the baby leaves two sisters, Theresa and Sheila, and his maternal grandparents, Mr. and Mrs.

Ernest Martin of Braintree, Mass. E.R. Van Vliet Friday, January 24 Edward R. Van Vliet, 7-'. of the Hedges on Howe Avenue, a retired manager of the Chief Petty Officers Clu!) here, died today in Newport Hospital after a brief illness.

Mr. Van Vliet was manager of the CPO Club from 1938 until his retirement in 1953. Later he joined his sister, Mrs. Isabel Callahan of Newton Highlands, where he worked for 20 years at her Callahan Restuarant in Newton 'Highlands. Mr.

Van Vliet was a 50-year member of the Alpine Lodge of Masonic Order in Closter, N.J. He was born in New York City, Jan. 28,1900, son of James L. and Isabel Reed Van Vliet. He leaves his wife, Mrs.

Violet Sutnage Van Vliet, a son, Edward Richie Van Vliet of Elizabethtown, four sisters, Mr.s. Robin Wallace, an area pediatrician long associated with yachting here and in England, has been named recipient of the R.I. Marine Trade Association's annual boating award ior 1974. The presentation will be made at the R.I. boat Show at the Providence Civic Center Friday at 8 p.m. The show is sponsored by RIMTA.

Dr. Wallace is vice chairman of the American Sail Training Association and a director of Operational Sail '76. He has had a leading role in efforts to bring the Tall Ships here on the eve of the Bicentennial in July, 1976. The event planned for this area has been described as a major event among Bicentennial celebrations throughout the country. Dr.

Wallace has been active in raising funds for Sail Training He was a founder of the successful Newport Race Series during the week previous to the Newport- Bermuda Race. H. W. Watterson Wednesday, January 29 Herbert W. Watterson, 64, of North Miami Beach, a native of Newport and former employe for the city, died Monday at a Florida hospital after a short illness.

A1928 graduate of De La Salle Academy, he attended the apprentice school at the former Naval Torpedo Station and worked there as a machinist and a toolmaker until 1943. For 40 years he was employed by the Federal Government until his retirement in 1972. In World War II, Mr. Watterson enlisted in the Construction Battalion and served in the South Pacific and Alaska. After his discharge in 1945 he transferred to the National Labor Relation Board as field examiner and retired two years ago.

During his service with NLRB he was detailed to Boston, New York City, Baltimore and Miami. Mr. Watterson was a former president of Newport Lodge 119, International Association of Machinists. He was born Jan. 24,1910, son of John P.

and Ellen McKeown Watterson. He leaves his wife, Mrs. Mary Cremins Watterson, four sons, Staff Sgt. Richard Watterson, USAF, stationed in Germany, Dennis Watterson and Michael Watterson of Miami and Terrence Watterson of Birmingham, a daughter, Mrs. Robert A.

Karpowitz of Walpole, two brothers, retired Fire Chief John E. Watterson of Newport and Harry Watterson of Miami; two sisters, Mrs. Frederick C. Parkhurst of Miami and Mrs. Harry Kershaw of Fall River; three grandchildren and nieces and nephews.

John T. O'Neill Wednesday, January 29 John T. O'Neill 65, of 47 Third a retired equipment operator at the Naval Supply Depot, died this morning at Newport Hospital after a long illness. He worked for the federal civil service for 25 years before retiring in 1970. After his retirement he worked for the Newport Roofing Co.

Mr. O'Neill was born Dec. 14, 1909, in Newport, son of John T. and Catherine Canole O'Neill. He leaves his wife, Mrs.

Mary Reeve O'Neill; a son, Richard C. O'Neill of Benwick, Maine; two daughters, Mrs. M. Norma Manuel and Miss Gertrude O'Neill of Newport; three brothers, William O'Neill of Glen Cove, Long Island, Robert O'Neill and Franklin O'Neill of Newport; a sister, Mrs. Marie Carr of Middletown; and 10 grandchildren.

Edward Eccles Wednesday, January 29 Edward Eccles, 92, formerly of 94 John St. and a retired hotel manager, died yesterday in Orono, Maine, where he had lived for the past three years after moving from Newoprt. He wss the husband of the late Mrs. Elizabeth Eck Eccles. He was born in Syracuse, N.Y., Nov.

25, 1882. Mr. Eccles leaves a daughter, Mrs. Franklin Eggert of Orono, seven grandchildren and four great grandchildren. V.

Carnevale Wednesday, January 29 Vincenzo Carnevale, 82, of Cranston died yesterday at the Lady of Fatima Hospital in North Providence. He was the husband of Angelina Panarelli Carnevale and the father of Walter Carnevale of Portsmouth. As chairman of the Ida Lewis Yacht Club's race he was responsible for the successful organization of numerous races and regattas, including the Onion Patch, level racing, Shields Class and a special consolation race for 12- meter yachts not selected to challenge the America's Cup. He also directed and was co- moderator of a weekly radio program entitled "Yachting." Harry J. Murphy Thursday, January 23 Harry J.

Murphy, 81, of Hingham, father of Atty. Arthur Murphy of Newport, died yesterday at Cardinal Cashing Hospital in Brockton, Mass. Mr. Murphy was president and founder of the Massachusetts Engineering Co. of Avon, Mass.

He was a 1915 graduate of Massachusetts Institute of Technology. He served in the Army Air Corps in World War I. Mr. Murphy was a member of the Crosscup Pishon Post, American Legion, in Boston. He was one of the founders of St.

Paul's School in Hingham and the Crown Point Sailing Club in Hingham. He was born Li Qiimcy, on July 27,1893, a son of Arthur and Ellen Geoghan Murphy. Besides his son here, he leaves his wife, Mrs. Lucille Jobin Murphy of Hingham; two sons, Peter Marphy of Hingham and Terrence Murphy of Denver, two daughters, Miss Ellen Murphy of Hingham and Mrs. Gail Rowerdink of Wollaston, a brother, William Murphy of Delray, and 13 grandchildren.

Mrs. J. F. Foley Monday, January 27 Mrs. Margaret M.

Foley of 60 Foley widow of Joseph F. Foley, former president and treasurer of the Montaup Sand and Gravel in Portsmouth, died unexpectedly Saturday at the Good Samaritan Hospital in West Palm Beach, Fla. Mrs. Foley was a charter member of the Somerset Catholic Women's Club and a communicant of St. Thomas More Church.

Born in Scituate, she was a daughter of the late William Eh and Catherine MacDonald Shaw. She had lived in Somerset for the past 45 years. She is survived by a son, Joseph F. Foley two daughters, Mrs. Madeline Coady and Mrs.

Marjorie Fayan, all of Somerset; three sisters, Mrs. Lena Schweikart of Cranston, Mrs. Ada Rondeau of St. Louis, Mo. and Mrs.
